중동부유럽 체제전환 국가에 대한 EU의 지원 경험과 한반도의 시사점 = EU's Support for the Transition Process of the Eastern European Countries and Lessons for the Korean Peninsula

As North Korea has been making many radical changes, a practical approach to the unification of the Korean Peninsula has to be adopted. Thus, this research mainly analyzes the financial support for the preparation of the unification.
Under this research aim, it has examined below two points.
First, the author has provided the detailed explanation on the EU's financial support scheme for potential member states in transition period, such as Central and Eastern European countries. Also, this study tries to analyze the possibility of the financial aid toward the unification of two-Korea with the cooperation of the international community. In order to secure the financial support for the preparation of unification, we need to establish the framework for the cooperation of the international organization and the international community. This paper aimed to review on the possibility of realizing systematic aid from various international organizations such as :- Development Assistance Committee in the Organization for Economic Cooperation and Development, United Nations Development Group,United Nations Conference on Trade and Development, EuropeAid in European Commission, European Bank for Reconstruction and Development, International Monetary Fund, World Bank and Asian Bank for Reconstruction and Development.

국문 초록 (Abstract)

북한 내 변화가 급진적인 현 세태에서 한반도 통일에 관한 현실적인 논의와 분석이 진행되어야 할 시점이다. 따라서 필자는 한반도 통일 대비 재정 마련에 주목하였으며, 이에관한 고찰을 이해 동유럽 체제 전환기의 재정 지원 사례 및 국제기구에 대한 체계적 분석을 시도하였다.
본 연구에서는 한반도 통일을 대비하여 다음의 두 가지 사항을 고찰해 보고자 한다.
첫째, 북한의 전환경제 체제 도입 과정을 전망하기 위한 2004년 EU 가입 국가에 대한사례 연구를 실시하였다. 통일 대비 과정의 전환기 체제, 지원영역 세분화 및 기금 할당에대한 분석 결과를 도출할 수 있으나 실제 재원 조달의 문제점이 있다. 따라서 재원 확충에 관한 논의가 필요하다.
둘째, 한반도 통일 대비 재정 확충을 위한 국제 사회의 공조 가능성을 분석하였다. 특히통일자금 확충을 위해 국제기구 및 지원 프로그램을 중심으로 연구를 진행한다. 구체적으로 대상이 되는 국제기구로는 경제협력개발기구 개발원조위원회, UN 산하 UN개발그룹및 UN무역개발회의, EU의 집행위원회 산하 EuropeAid 및 유럽부흥개발은행, 국제통화기금, 세계은행 그리고 아시아부흥개발은행 등이 있다.
