    In recent years, the quality of life in the public service has been given a great attention among both academicians and practitioners. Considering its importance, this study attempts to analyze public fire workers' job conditions and to search for the way of improving them. For the analysis, open-ended survey questions are used to public fire workers who are engaged in Fire & Disaster Management Department, Seoul. The questions include 10 variables relating to job conditions such as promotion, educational training, pay, work load, auditing system, and so on.
    The results of this analysis, on the whole, show that the level of public fire workers' job conditions in Seoul is seriously low. First, more specifically, they lack economic incentives compared to other public employees when taking into account their working hours, load, and environment. Second, physical conditions such as work load and apparatus are too insufficient for them to conduct their jobs successfully. Third, managerial practices in promotion, in-service training, audit, and job transfer appear to be irrational and unrealistic. Finally, human relations especially between superiors and subordinates seem to be so hierarchical and rigid, which result in the low level of communication and understanding among organizational members. In the contrast, public fire workers are satisfied with a high-level of social esteem from citizens.
    Based on the findings above, the study makes several policy suggestions for the improvement of public fire workers' job conditions and, ultimately, their quality of life. As known well, their job is much more dangerous and harder than that of other public employees in both physical and spiritual senses. Policy makers and citizens will have to try to understand and solve this problem. Also, more sophisticated research on this issue should be followed.
