청년정책네트워크가 정책산출에 미치는 영향분석 : 서울시 및 25개 자치구를 중심으로 = A study of the impact of youth policy networks on policy output : focused on Seoul and 25 autonomous districts

Public policies in the governance system drive changes in the consciousness and behavior of policy actors, thus enhancing voluntary participation and democratic citizenship in civil society. In this context, the Youth Policy Network plays a crucial role in directly influencing the policy decision-making process.
This study focuses on the Youth Policy Network and governance in Seoul and its 25 districts. The aim of study is to determine the impact of the Youth Policy Network and governance on policy decisions and implementation.
The theoretical framework of this study centers on the Youth Policy Network and governance, exploring ways to enhance genuine participation and policy reflection of youth. The case study of the Nowon district is utilized to examine the current status and significance of the Youth Policy Network's budget and its impact on policy outcomes, assessing how youth needs and demands are reflected in policy-making processes.
Using correlation and multiple regression analyses, the study investigates the impact of youth population size, local government's financial situation, and the political orientation of district heads on the allocation of the Youth Policy Network budget.
The analysis shows that the Youth Policy Network's activities are directly linked to budget allocation and that the increase in youth population positively influences these activities. Furthermore, the political orientation of local government leaders affects the extent to which youth policies are reflected. These findings suggest the need for continuous enhancement and development of the Youth Policy Network activities for the successful implementation of youth policies.
This study emphasizes the importance of budget allocation in the Youth Policy Network for effective policy formulation and implementation, proposing it as an effective policy tool that stimulates youth participation and policy reflection. It highlights that the allocation and management of the Youth Policy Network budget are key factors in determining the quality and scope of youth policies, offering directions for meeting the socio-economic needs of the youth. This suggests the necessity for policy responses that expand the substantive impact of the Youth Policy Network activities.
However, this study has limitations in its in-depth analysis of the internal dynamics and participation structure of the Youth Policy Network. Additionally, the analysis of youths' subjective experiences and perceptions is somewhat lacking, with in-depth interviews limited to the Nowon district, making it challenging to ascertain the structure of Youth Policy Network activities across all districts in Seoul. Future research should consider the differences in operational methods and budgets across regions, and conduct case studies in all districts to gain a deeper understanding of network stakeholders' awareness and opinions on policies and activities.

국문 초록 (Abstract)

정책(Policy)이란 특정 정책문화와 관련된 맥락에서 사건 간의 관련을 가지는 논리적 설득 또는 감정적 호소를 통하여 정책행위자의 의식 변화 및 행동을 이끌어내는 언어적 기제로, 거버넌스 체제하의 정책은 시민사회의 자발적 참여와 민주적 시민성을 강화하는데 기여한다. 이런 맥락에서 청년정책네트워크는 정책결정과정에 직접적인 영향을 미치는 중요한 역할을 수행한다.
본 논문은 서울시 및 25개 자치구의 청년정책네트워크를 대상으로 연구를 진행하였다. 이를 통해 청년정책네트워크와 거버넌스가 정책결정과 집행에 어떠한 영향을 미치는지 규명하는 것에 초점을 두었다. 이를 위해 본 연구는 청년정책네트워크와 거버넌스를 중심으로 청년들의 실질적인 참여와 정책반영을 촉진하는 방법을 탐색하였다.
첫 번째로 노원구의 사례연구를 통해, 청년정책네트워크의 현황과 예산배정의 중요성을 탐구하고 정책산출에 어떠한 영향을 미치는지를 구체적으로 분석하며, 이를 통하여 청년들의 요구와 필요가 정책에 반영되는 과정을 평가한다.
다음으로 본 연구는 상관분석과 매개변수 회귀분석을 활용하여, 청년 인구수와 지자체의 재정현황, 구청장의 정치적 성향 등이 청년정책네트워크 예산에 미치는 영향을 분석한다.
매개변수 회귀분석 결과, 청년정책네트워크 활동은 예산의 배정과 직접적으로 연관되어 있으며, 청년 인구수의 증가는 네트워크 활동에 긍정적인 영향을 미쳤다. 또한, 지방자치단체장의 정치적 성향이 청년정책의 반영정도에 영향을 미치고 있음이 드러났다. 이러한 결과는 청년정책의 성공적인 수행을 위해 다양한 정치적 환경을 고려하고, 청년정책네트워크 활동에 대한 지속적인 강화와 발전이 필요함을 시사한다.
본 연구는 청년정책의 효과적인 수립과 실행을 위해 청년정책네트워크 예산의 중요성을 강조하며, 이를 통해 청년참여와 정책반영을 촉진하는 효과적인 정책 도구로서 청년정책네트워크의 가능성을 제시한다. 이러한 결과는 청년정책네트워크 활동에 대하여 체계적인 지원의 중요성을 강조한다.
다만, 본 연구는 청년정책네트워크의 내부 역동성과 참여구조에 대한 심도 깊은 분석이 부족하다는 한계를 가진다. 또한, 청년들의 주관적 경험과 인식에 대한 분석이 다소 부족하며, 심층인터뷰가 노원구에 한정되어 있어, 서울시 내 모든 청년정책네트워크 사업구조를 확인하기 어려운 점도 한계로 지적된다. 추후 연구에서는 지역별 운영방식과 예산의 차이에 따른 격차를 고려한 미시적인 연구가 이뤄져야 할 것이며, 모든 자치구에 대한 사례연구를 통해 네트워크 관련자들의 정책에 대한 인지와 이해도, 그리고 네트워크 활동에 대한 전반적인 견해를 비교, 분석하여 보다 일반화될 수 있는 시사점을 도출해야 할 것이다.
