This study aims to analyze the types of the delay factors of the housing redevelopment project in Seoul with 308 research areas which have been specified to prearrangement districts of redevelopment project in Seoul, and to provide suggestions through the every occupied proportion of each delay factor, which is divided under internal(private) factor and external(political) factor respectively.
For these purpose, this study investigated by personal interview estimates that each delay factor is greatly divided into two factors, a internal and a external factor to analyze. First, the internal factor is subdivided into disagreement between inhabitants, congested commercial districts, district association, duplicated housing redevelopment project. The other factor, the external factor, is subdivided into business progressing step, cultural properties, limitation of the number of layers, limited space, housing redevelopment districts under consideration again. Each factor is analyzed by proportion caused to delay housing redevelopment.
The major finding of this study can be summarized as follows;
First, the ranking of the delay factors excluding business operating process like "new town" is as follows; 1) disagreement between inhabitants, 2)business progressing step, 3)cultural properties, 4) limitation of the number of layers, 5) limited space, 6) housing redevelopment districts under consideration, 7)congested commercial districts, 8)district association, 9) duplicated housing redevelopment project etc,.
Second, the ratio between external and internal factors is 69% to 31%. As the ratio shows, the external factors caused delay of housing redevelopment project more than internal factors.
Third, the ranking of factors under internal factors is as follows: 1) disagreement between inhabitants(82.6%), 2)congested commercial districts (11.1%), 3)district association(4.8%), 4)duplicated housing redevelopment project(1.6%). On the other hand, the ranking of factors under external factors leading to the delay of housing redevelopment project is as follows: 1) business progressing step(25.7%), 2)cultural properties (12.0%), 3) limitation of the number of layers(7.7%), 4) limited space (7.0%), 5) housing renewal districts under consideration(6.5%).
Forth, disagreement between inhabitants, which is the most major part of internal delay factors, is 25.4% occupying most big part among internal and external factors all together. In this study, disagreement of inhabitants comprises conflict between inhabitants, conflict between inhabitants and private business enterprise for housing renewal business and conflict between inhabitants and government and public offices etc., because every kind of conflict appears as disagreement between inhabitants by the means of discontent of inhabitants.
Fifth, business progressing step is the most major part of among external delay factors. Housing redevelopment project should depend on business processing steps under consideration of housing redevelopment project plan. For this reason, many housing redevelopment districts under consideration hold their business until housing redevelopment business can start immediately despite agreement of the larger body of the inhabits.
According to all delay factors for housing redevelopment project mentioned above, this study suggests those followings:
First, conflict between public policy and private groups should be adjusted by advice of experts in urban engineering and districts' opinion for practical use. Second, various incentive systems need to use like shortcut of administrative procedures, allotment of risk, creating funds and support from government. In addition, various methods considering regional characteristics need to use for the areas to promote land's number of layers , if necessary.
Third, we need consistent urban planning through the supplementation of the administrative procedure.
Forth, we need systems which local autonomous entities can establish their local improvement plan and operating methods for housing redevelopment project by themselves. Thus, we can expect various effective countermeasures suitable to the local characteristic by giving the flexibility to local autonomous entities in the limited range.
Lastly, effective management systems of housing redevelopment project need even after expiration of the business to review the result of the planing so that we can expect more reasonable housing redevelopment project planing to both of public and private side.
