This paper pursues for providing theoretical and policy backgrounds for Korea’s increasing efforts on participation of UN Peacekeeping Operation. UN peacekeeping operation has provided essential security and support to millions of people as well as fragile institutions emerging from conflict. Peacekeeping operators deploy to war-torn regions where no one else is willing or able to go and prevent conflict from returning or escalating. Recently there are more than one hundred thousand personnel serving on 20 peacekeeping operations led by the UN Department of Peacekeeping Operations(DPKO) on four continents, directly impacting the lives of hundreds of millions of people. This represents a seven fold increase in UN peacekeepers since 1999.
As the 10th largest contributors to the UN PKO budget, Korea is now looking for chance to expand its PKO activities including increasing its financial contributions and numbers of PKO troops. To be successful implementation activities, this paper suggests various measures to encourage PKO activities including the enactment of domestic laws regulating the process of participation in PKO, feasibility study to establishment of PKO institution, greater participation in the PKO-related discussions in the UN.
