다국어 초록 (Multilingual Abstract)

This paper examined the Japanese local autonomy with a long tradition which is similar to the Korea's system in the environmental aspects, and belongs to the East-Asia circle like Korea.
The structure and authority, and the internal organization of the local government, and the relationship between the central and the local government in the Japan were first investigated. After that, the theoretical and actual relationship between the head of a local government and local council which play an important role in the process of decision making was considered.
Especially Korea and Japan both take the dual representation system as the principle of construction of local government. I'd like to view the prospects of the Korea's local autonomy by analyzing the developing process of dual representation system in the Japan
