남미 신자유주의 경제개혁과 복지개혁의 정치: 칠레, 아르헨티나, 브라질 = Neo-liberal Economic Reform and the Politics of Pension Privatization in Latin America: Chile, Argentina, and Brazil.

In 1980s most of the Latin American countries introduced neo-liberal economic reforms following the radical model of Chile in 1970s under Pinochet government. Pension reforms were the integral part of neo-liberal economic reform project, and many of the Latin American countries undertook the privatization of pension system which had been in serious problems with public PAYG(pay-as-you-go). Chile's privatization in 1981 and its considerable success heralded the spread of neo-liberal pension reforms. Pension reforms in Latin American countries, however, appeared to be very different from one country to the other. This paper tries to answer the question why and how the LA countries introduced the privatization with remarkable difference in their types despite their presumably similar paths of industrialization and democratization and under similar pressure of globalization. This paper focused on the political process among the groups and political parties involved in the pension reforms. The finding from the cases under study, Chile, Argentina, and Brazil is that the difference in the interest, power and political involvement of industrial workers and labor unions is one important cause of their variation in privatization.

국문 초록 (Abstract)

1970년대 칠레의 피노체트 정부에서 시작된 신자유주의 경제개혁은1980년대에는 중남미의 여러 국가들로 확산되었고, 신자유주의 경제개혁과 동반하여 나타난 것은 민영화 연금제도의 도입이었다. 흥미로운 것은세계화와 민주화 그리고 경제위기라는 공통의 조건하에서도 복지체제의변화의 내용과 정도는 나라마다 다르게 나타나고 있다는 것이다. 세계화,민주화, 경제위기, 그리고 신자유주의 경제개혁의 동일한 조건에서 나타나는 민영화 연금개혁의 국가별 차이를 어떻게 설명할 수 있을까? 남미 연금개혁에 관한 연구들은 세계화와 국제금융기구의 역할, 칠레모형의 수평적확산, 경제위기의 해결기제로서의 기술관료들의 수용, 그리고 연금개혁의정치과정 등을 제기하였다. 이 연구는 이 연구들에 대한 대안의 분석틀을제시한다. 첫째, 이 연구는 연금개혁의 일반성보다는 특수성과 차이점에대한 설명에 더 주목하였다. 세계화와 국제금융기구의 영향은 잠재적으로상수화하여 같은 조건으로 전제하였다. 둘째, 연금의 민영화 개혁의 차이는 선구적인 칠레모형의 단순한 수평적 확산이거나 학습의 결과가 아니라민영화개혁과 연관된 이익집단의 정치적 동학에 의해 더 잘 설명된다고 주장한다. 셋째, 그 정치적 동학과 관련된 지지자와 반대자들의 이익과 세력의 변화를 역사적인 시각에서 분석하였다.
