한국 통상정책의 변화와 FTA = The Evolution of South Korea's Trade Policy and FTA

다국어 초록 (Multilingual Abstract)

Since the late 1990s, South Korea has pursued a new trade policy as a survival strategy in the 21st century. At the core of this strategy lies FTAs. However, the Korean government's FTA strategy has generated polar opposite views in the Korean society. On the one hand, one group of existing studies are highly supportive of the Korean government's FTA strategy as they primarily focus on economic benefits such as GDP, trade, welfare, industrial structure, and national competitiveness that FTAs are expected to bring to the Korean economy. On the other hand, another group of studies criticize the FTA strategy for the government's inability to incorporate opposing views in the domestic arena into international negotiations. These divergent views aptly capture certain aspects of Korea's FTA strategy, respectively. However, they are inherently limited in explaining the dynamic evolution of Korea's FTA strategy. In order the remedy this pitfall, this study aims to explore the nature of Korean FTA policy by placing it in the historical context of Korea's trade policy. Drawing on the concepts of 'policy choice between trade governance' and policy choice within trade governance,' this study explains how Korea's trade policy has evolved for the last four decades in the face of fluctuating external environments and why the Korean government has taken an aggressive posture to FTAs.

국문 초록 (Abstract)

1990년대 이후 국제통상 환경이 급변하고 있는 가운데 세계 각국은 새로운 통상전략의 수립에 몰두하고 있다. 한국 역시 예외는 아니어서 21세기의 생존전략으로서 새로운 통상정책을 모색해왔다. 그 한 가운데 FTA의문제가 놓여있다. FTA에 관한 국내의 논의는 FTA가 한국의 GDP, 무역,복지, 그리고 산업구조 및 경쟁력 등에 미치는 경제적 영향에 대한 예측을바탕으로 FTA 체결의 필요성 또는 부당성을 역설하거나, FTA에 수반되는 대내외 협상과정에서 나타나는 문제점들을 지적하는 것을 중심으로 이루어져 왔다. 그러나 이러한 연구들은 한국 통상정책 변화의 역사적 맥락에 대한 설명을 결여하고 있다. 본 연구는 1960년대 이후 전개되어 온 한국 통상정책을 통시적으로 검토함으로써, 한국 통상정책의 변화 양상을 검토하고, 그 변화의 원인을 규명한다. 또한 정부가 현재 추진 중인 FTA의정책결정 기제에 대한 분석 역시 통상정책 변화라는 거시적인 맥락 속에서파악한다. 이를 위해 본 연구는 한국 통상정책의 변화를 통상 거버넌스(trade governance) 사이의 선택과 통상 거버넌스 내의 선택이라는 관점에서 접근한다.
