소강 민관식의 체육활동 및 체육사상 = The Physical Education Thoughts and Physical Activities of Min Kwan-sik

국문 초록 (Abstract)

민관식은 1918년 개성의 한학자 집안에서 태어났다. 반공운동에 앞장서다 테러에 의해 목숨을 잃은 형 重山 민완식의 뜻을 쫒아 정치에 입문하게 되었다. 대한체육회장과 문교부장관을 역임하면서 민관식은 학교체육과 엘리트스포츠, 대중스포츠에 걸쳐 혁신을 도모하였으며, 그의 업적은 기본적으로 부국강병 사상을 바탕으로 하고 있다. 민관식의 체육활동과 체육사상은 다음과 같다. 첫째, 富國强兵 사상을 기반으로 청소년의 체력을 강조하여 문교부장관 시절 체력검사제를 실시하였다. 고교평준화 정책과 한국방송통신대학의 설립도 이러한 차원에서 실시되었다. 둘째, 코치아카데미의 창설을 통해 스포츠 트레이닝의 과학화를 이끌었고, 태능선수촌, 체육회관 등을 개관하였으며, 대한체육회의 구조조정 작업을 수행하였다. 셋째, 엘리트스포츠의 발전을 위하여 각종 경기대회의 신설과 조기 신인발굴을 단행하였다. 넷째, 대중스포츠에도 관심을 돌려 삶의 풍요를 위해서는 건강한 신체가 바탕이 되어야 함을 강조하여 테니스대회를 신설하고, 스스로 테니스를 즐겼다. 그러나 그의 대중스포츠 정책은 엘리트스포츠 인구의 저변확대를 위한 정책이었다는 지적을 피할 수 없다.

다국어 초록 (Multilingual Abstract)

Min Kwan-sik was born in the family which was known for scholars of Chinese Classics in Kaesung in 1918. He became a politician in his early age, influenced by his brother who had been killed by a Communist. He had been a president of Korea Amateur Sports Association once, and exerted influences on physical education, elite sports and sports for all. His contributes to his field were basically based on ideas for the wealthy country. On this account, he could lead national education and physical education displaying his powerful leadership in Korea's unstable and unsettled situation in those days. His thought of physical education are as following: First, as the minister of Education, he emphasized physical fitness, especially youth's fitness as national strength on the basis of his ideas for the wealthy country. He also established the policies of balanced High School and Korea National Open University. Second, his ideas for physical education was mainly about elite sports as well as sports for all. He also had accomplished various works he dreamed such as establishing the National Training Center, Coaching Academy, National Sports Committee building, leading sports science. Third, he thought that sound body is the ground to enjoy satisfying life. Fourth, he stressed teens education, especially physical education for the bright future of Korea. Forth, he interested in sports for all through making tennis event on a national scale, enjoyed tennis himself during his whole life. However, the policies he pursuits,
was partially criticized and caused unbalanced sports development as result of focusing on elite sports.
