베트남의 토지정보화 SWOT 분석 연구 = A Study on Vietnam Informatization of the Land SWOT Analysis

국문 초록 (Abstract)

베트남은 외국의 원조를 통해 토지정보화를 추진하여 경제개발을 꾀하고 있다. 그러나 원칙없이 개별적으로 추진하여 각종 토지정보시스템이 지방자치단체별로 구축되어 토지관리 업무를 더욱 어렵게 만들고 있는 것이 현실이다. 이에 따라 토지정보화에 대한 법제도 관점에서 강점과 약점을 도출하고, 토지정보화에 영향을 미치는 외부환경요인에서 기회와 위협요인을 분석하여 향후 베트남의 토지정보화 전략을 수립하는 토지정보화 전략을 제시하였다. 또한 SWOT 분석 연구를 통해 베트남의 도이모이(Doi Moi)정책이 성공적으로 추진될 수 있는 토지 정보화 전략을 제시하면서 분단 70년의 장기화에 따른 남.북한의 이질화가 지속된 가운데 통일이 이루어진 경우를 대비하여 통일 한국 북한지역의 토지정보화 방향을 통해 경제발전 가능성에 대한 간접적인 대안을 얻을 수 있었다.

다국어 초록 (Multilingual Abstract)

Vietnam is currently aiming to achieve economic development by proceeding informatization of the land with support from foreign countries. However, they have been individually proceeding it without particular principles that each of the land information systems was established in each local community. This is making it much more difficult to manage the land. Hereupon, this study has derived strengths and weaknesses of informatization of the land in the perspective of law, analyzed opportunity and threat in external environment factors that influenced on informatization of the land, and suggested particular strategies of informatization of the land in establishing the relevant strategies in Vietnam in the future. In addition, SWOT analysis was conducted suggesting strategies of informatization of the land that Doi Moi strategy could be successfully proceeded in Vietnam. At the same time, it was feasible to obtain an indirect alternative in feasibility of economic development from directions of land informatization in North Korea after the unification if made after a long heterogeneity seen in the history of 70 years of separation between South and North Korea.
