지방분권과 국가발전과의 인과관계 - 시스템사고를 통한 정책지렛대의 탐색 - = Causal Relationships Between Decentralisation and National Development

다국어 초록 (Multilingual Abstract)

This paper attempts to analyze the relationships between decentralisation and national development using system thinking approach and to explore the policy leverages enabling to facilitate decentralisation policies to be effectively implemented at central and local level as well. In so doing, this study employes system thinking approach which has rarely been used in the study of decentralisation and also is very useful in identifying the complex causal relationships between variables by deriving reinforcing feed-back loops and balancing feed-back loops included in the causal diagram. According to the analysis results of this study, there has been found that there are five reinforcing feed-back loops and five balancing feed-back loops in the causal diagram explaining decentralisation. Based on the analysis results, ten policy leverages which can expedite the process of decentralisation policies and can also control barriers and obstacles impeding it have been suggested.
