산학연간 개방형 혁신을 위한 산학협력 정책연구

국문 초록 (Abstract)

산학협력정책연구소는 개방형 산학협력 생태계 조성을 위하여 ‘산학연간 개방형 혁신을 위한 산학협력 정책연구’를 1단계 총괄과제로 하여, 6개의 연구목적별로 총 19개의 세부 연구과제를 상호연계성을 가지고 연구를 수행하였다. 각종 연구 결과는 교육부의 산학협력 정책 추진에 큰 기여를 하고 있어, 교육부 산학협력정책 수립을 지원하는 싱크탱크(think-tank)로서의 역할을 하고 있다.
첫째, 본 연구소의 중장기 연구 아젠다인 ‘산학협력과 지역발전’에 따라 산학협력 사업의 지역연계성 강화 방안 연구를 수행하였다. ‘지역 산학협력 생태계 조성을 위한 대학과 지방자치단체 간의 연계·협력 방안’ 연구를 통해 지역 대학과 지방자치단체가 지역 혁신 주체로서 협력하여 동반성장하는 사례를 발굴 및 공유·확산하여 지역 발전을 위한 산학협력 관련 정책 과제 도출 및 사업을 제안하였고, 정책적으로 반영되어 ‘산학협력EXPO’ 행사를 지자체와의 공동개최(2017년, 부산광역시)로 이루어졌다. ‘대학이 지역에 미치는 사회·경제적 영향 지표개발’ 연구를 수행하여, 대학의 지역적 영향(local impact) 평가를 위해 해외 대학사례를 기반으로 지표를 개발하고 각종 대학재정지원사업의 관련 지표로 활용할 수 있도록 제시하였다.
둘째, 산학협력교육 강화를 위한 주요 수단으로서 현장실습 활성화 방안 연구를 수행하였다. ‘해외의 산학협력교육(Co-op 교육) 실태분석 및 정책적 시사점’ 연구를 통해 미국 대학을 사례로 장기현장실습 제도의 한국적 적용 방안을 제시하였으며, ‘대학의 장기현장실습 운영 실태 및 개선방안’ 연구는 전국 대학의 장기현장실습 운영 실태를 조사·분석하여 효율적인 개선방안을 모색하였다. 이러한 연구 결과는 「대학생 현장실습 운영규정」(교육부 고시 ’16.3.1 제정, ’17.3.1 개정)의 제·개정 내용에 근거 사례 및 실태로 반영되었다. ‘대학 현장실습 운영 매뉴얼 개발 연구’를 수행하여 대학생 현장실습 운영고시를 반영하여 국내 현장실습의 체계적이고 내실 있는 운영을 위한 『대학생 현장실습 운영 매뉴얼』을 발간하여 전국 대학에 보급함(’17.06.02)으로써, 대학 현장에서의 체계적인 운영을 도모하고 있다.
셋째, 대학 내 산학협력 추진 주체의 역할 정립 및 강화를 위한 제도 내실화 방안을 모색하기 위한 연구를 수행하였다. ‘산학협력중점교수 제도 개선방안 연구’ 와 ‘산학협력중점교수 제도의 효율성 제고 방안 연구’를 통해 전국 대학의 산학협력중점교수 제도 운영 실태를 종합적으로 조사·분석하고 역할 제고 방안을 제시하였다. ‘산학협력 활성화를 위한 산학협력단장의 위상 강화 방안’ 연

In order to create an open university-industry collaboration eco-system, the Institute for University-Industry collaboration Policy has carried out the ‘Annual Research on university-industry Collaboration Policy for Open-Type Innovation’ with a total of 19 detailed research as part of 1st phase of the project), with focus on interrelatedness. The results of various studies have contributed greatly to the Ministry of Education's cooperation in promoting university-industry collaboration policies and the institute becomes a think-tank for supporting the establishment of the Industry-Academic collaboration Policies of the Ministry of Education.
