국문 초록 (Abstract)

본 논문은 현재 부상하고 있는 동아시아 지역협력 또는 지역공동체 건설에서 역내 정치적으로 민주화되지 않은 국가들과 공동체 건설이라는 질문에 초점을 두고 있다. 아세안의 예에서도 보듯, 역내 정치적으로 자유롭지 못한 국가, 민주화 되지 않은 국가들과의 지역협력 또는 공동체 건설은 많은 문제를 안고 있다. 동아시아 차원에서 이에 대한 분석을 위해 유럽연합의 경험을 빌려, 세 가지 기준 즉, 역내 민주주의 국가의 수와 질적 수준, 비민주적 국가에 대한 비판의 허용과 그 제도적 장치, 마지막으로 이런 노력을 뒷받침할 강제적 수단 등을 설정했다. 아세안의 경우 1997년 미얀마를 회원국으로 받아들여 민주화를 위한 방향으로 노력하겠다는 약속을 했지만, 이런 기준들이 충족되지 않은 상황에서 미얀마의 민주화를 적어도 현재까지는 이루어내는데 실패했다. 현재 보다 확대된 동아시아 차원의 질서와 내적 동학은 이 선결조건의 확보에 긍정적이라기보다는 부정적이다. 최근의 민주화에도 불구하고 동아시아 지역의 민주주의의 확산과 그 세력은 아직 미약하며, 이런 질적 한계는 곧바로 상호비판의 장, 다자적 노력의 허용, 그리고 적절한 제재수단의 마련과 같은 내적 질서를 수립하는데 큰 걸림돌로 작용하게 된다. 그러나 동시에 이런 현실적 조건에도 불구하고 희망적인 관측을 가능하게 하는 요소도 존재한다. 아세안이 미얀마로 대표되는 역내 정치적 자유문제에 관해서 보다 비판적인 자세를 취하기 시작했으며 이런 것은 곧 아세안 헌장과 같이 아세안의 내적 질서를 재규정하려는 시도로 나타나고 있다. 특히 이린 희망적민 요소들이 현재 동아시아 지역협력을 주도하고 있는 아세안으로부터 관찰된다는 점이 매우 긍정적인 측면이다.

다국어 초록 (Multilingual Abstract)

This study focuses on the inclusion of politically illiberal into regional cooperation in East Asia. As the experience of ASEAN shows, there are lots of problems when a regional cooperation framework takes in politically illiberal countries such as Myanmar under military dictatorship. This study referred to the European Union and put three pre-conditions: the number of democratized countries and its qualities in the region, allowing criticism of non-democratic countries institutionally, and the institutional provisions to enforce political reform in a non-democratic countries. When ASEAN took Myanmar in, it promised a democratized or politically more liberal Myanmar. So far, however, the intention of ASEAN has not been fulfilled since it does not meet the pre-requisition above. In a bigger framework of East Asian regional cooperation, the prospect for Myanmar"s political liberalization when it is included in the regional cooperation is not positive. Despite the increasing number of democratized countries, democratic force is not strong enough yet in the region. The weak democratic force puts limits on the expansion of space for criticising members, on multilateral effort to induce political change, and on setting up of due sanction mechanism. On the other hands, however, there is also positive signs. ASEAN"s stance towards Myanmar is changing, raising its voice against the military junta. This move is also related to the emerging ASEAN Charter that would institutionalize ASEAN"s internal order. Especially, that these moves are originating from ASEAN, leading East Asian regional cooperation, is a very positive development.
