동북아 국제정치질서 변화의 동태성 : 함의와 전망 = The Dynamics of International Political Order in Northeast Asia: Implication and Prospect

국문 초록 (Abstract)

국제정치질서의 현재적 변화를 잉태하고 촉발시키는 중요한 요인은 국가들 간의 국력 성장속도의 차이로 인한 국가 간 역학관계의 유동성일 것이다. 또한 동북아 지역의 변화를 촉발시키는 변수는 역내 동맹체제의 전환에 따른 동태성에서 유발될 것이다. 질서변환의 가능성이 중대된 동북아질서에 관한 논의는 최근 국제정치의 주요 담론을 형성하고 있다. 이러한 역동적인 힘의 변화에 따른 국제질서의 속성을 설명하는 이론적 논의들로서 세력균형론, 세력전이론 등을 꼽을 수 있을 것이다. 본 연구에서는 이러한 담론에 입각하여 동북아 국제정치 현실에 대한 적절한 설명적 타당성을 탐색하기 보다는, 동북아 질서 전환의 원인과 현상적 의미를 추적하면서 그러한 이론적 관점이 제시해줄 수 있는 정책적 함의가 무엇인지를 살펴볼 것이다. 또한 주요국들의 동맹 변화 등에 따라 전개되고 있는 국제정치지형의 변화가 한반도에 주는 정치적 다의성을 검토해보기로 한다. 이를 바탕으로 한국의 전략적 선택에 대하여 분석해보기로 한다.

다국어 초록 (Multilingual Abstract)

International political order in Northeast Asian region is a reflection of the fluidity of power distribution between great powers surrounding the Korean Peninsula. The motivational transformation of the regional alliance relationship provoked the change in Northeast Asia. The U.S.-China relations by considering China"s rise will take a role as the significant cause in the formation and change of power structure in Northeast Asia. Moreover, The change of U.S.-Japan alliance and Korea-U.S. alliance cause a change of this regional order. There has been a considerable discussion on this increasing dynamics of regional structure, which reserved a political discourse for international politics and affairs. The logic behind balance of power or power transition give an useful policy implication of that particularly complex international politics, which has experienced a current change in this regional system. This thesis looks for some policy implication through the examination about change in the Northeast Asian regional order. On the basis of this, the paper makes a profound understanding about the strategic options of Korea"s point of view.
