The Integrated Pollution Prevention and Control(IPPC) has become an idealistic environmental prevention concept in the western developed countries which corresponds to the principal of Industrial Ecology. The concept of emission regulatory integration is a key factor for the integrated environmental management system. While most of EU member countries have a cross?media regulatory system, Korea has a media·specific regulatory system which was disclosed that have many difficult problems for environmental management. The purpose of this study is to integrated the emission regulatory system by solving the difficulties through procedural, organizational and substantial analysis of integration. To be solved, following research was performed; the first is to clarify the concept of integrated environmental management. While the EIA, IPPC and Seveso Ⅱ directives contain primarily procedural provisions, their only common characteristic in terms of the concept of integration is the holistic notion that the environment should be measured and protected as a whole; for the second, emission regulatory systems which are scattered in medias are analyzed and problems of those systems are identified. Literature review, case studies and field survey are performed to analyze the advantage/ disadvantage of current media·specific regulation to a large scale point source of pollution. Specifically, it is found that the complicated legal and administrative systems have led to overlapping regulations and increased expenses of business activities. Lastly, the integrated environmental management system of EU member countries and other developed countries are analyzed, and then political issues are deduced. In formal procedure and organization, EU member countries have continuously increased the degree of integration. However in substantial integration, it is indicated that there were many problems. And there is not much substantial differences between most countries when considering the total degree of integration. On the basis of these researches, a legislative bill of integrated emission regulatory are suggested. The bill consists of 30 articles and considers both old legal systems and the concept of integrated environmental management. Though this approach is to examine a transitional management to achieve the ultimate goal. The way of integration seems to be still far off.
