도시 정치제도의 조절효과에 관한 연구 = 도시 토지정책변화를 중심으로

국문 초록 (Abstract)

도시의 토지정책변화에 관한 기존의 연구들은 이익집단 모형이나 사적재산권 모형을 바탕으로 가산효과(additive effects)만을 분석하여 왔다. 이로 인해 다양한 사회･경제적 공동체의 관심이 토지정책변화에 미치는 영향력이 과대 혹은 과소평가되는 문제점을 낳았다. 본 연구에서는 정치시장 분석틀을 이용하여 두 모형을 통합하고 또한 제도의 조절효과 변수(interaction terms)를 모형에 변수로 포함함으로써 사회･경제적 변수들의 정책변화에 대한 정확한 영향력을 측정하고, 또한 정치제도가 이러한 변수들의 영향력에 어떻게 영향을 미치는 지를 분석하였다. 경험적 분석은 플로리다 주의 406개 도시를 대상으로 1997년에서 2005년 사이의 종합토지계획의 친환경적 변화를 분석단위로 헤크만 선택모형(Heckman Selection Model)을 통해 분석하였다. 경험적 연구결과는 다양한 정치, 사회, 물리적 변수들이 토지정책 변화에 가산효과가 있는 것으로 나타났고, 더불어 강 시장체제나 소선거구제 등의 정치제도가 사회적 관심을 나타내는 변수들의 영향력에 영향을 미치는 것으로 나타났다.
