한일관계 딜레마의 근원, 구조 및 전망 = Source, Structure and Prospect of Dilemma in Korea-Japan Relations

국문 초록 (Abstract)

최근 수년 사이 한국과 일본의 경제력 차이가 현저히 좁혀지면서 양국의 안보 및 외교 협력에 대한 수요도 변화하고 있다. 또한 양국 관계를 오랜 기간 지탱시켜온 “65년 체제” 근저가 흔들리기 시작했다. 2019년에 들어와서 양국 관계는 더욱 악화되면서 일본은 한국에 대한 수출제한조치를 취했고, 한국은 군사정보보호협정(GSOMIA․지소미아)을 유보하였지만 한시기 폐기 결정까지 하였다. 이러한 무역 분쟁 및 안보 마찰과 역사인식 갈등은 양국의 영토분쟁과 중첩되면서 한일관계를 구조적 딜레마에 빠지게 했고, 동시에 미국은 동아시아 동맹체계에 심각한 도전을 초래하였다. 향후 한일관계는 점점 후퇴되고, 동아시아 지역질서에 새로운 충격을 가져다 줄 가능성이 높아지고 있다.

Recently, as the gap in economic ability between Korea and Japan has narrowed significantly, the demands for security and diplomatic cooperation between the two countries have also changed. And now the “65 system” that has long supported the relationship between the two countries has begun to shake. As the two countries’ relation worsened in 2019, Japan took export restrictions on Korea. And Korea reserved the GSOMIA(지소미아) agreement with Japan, but decided to discard it for a certain period of time. In addition to these trade disputes, security frictions and conflicts in historical perceptions, territorial disputes between the two countries have led to a structural dilemma in Korea-Japan relations, and at the same time, the East Asian alliance system of the United States was seriously challenged. Therefore, the future relationship between Korea and Japan is likely to worsen and the possibility of bringing new shocks to the East Asian order is increasing.
