국민계정통계 개선 국제논의, 한국 현황 및 향후 개선방안: 삶의 질 측정을 중심으로 = International Discussions on Improvement of National Account Statistics, Current Status in Korea and Implications: Focusing on Quality of Life Measurement

From the early 2020, the revision of the current International Standard for National Account Statistics(2008 SNA) began. The key to this work is to prepare a way to more effectively provide information on 'quality of life' to statistics users. This improvement of National Account Statistics is based on the extended GDP approach and focuses on providing high-quality and diverse information on unpaid household labor, education and training, human capital and labor, health and social conditions, and the environment through the creation of satellite accounts. The results of the SNA revision will be announced under the name of 2025 SNA. Until now, there has been an increasing demand from statistics users such as academics and policymakers for information regarding quality of life that cannot be provided by the existing Core Account of the National Account. When 2025 SNA is announced, the demand for developing various satellite accounts such as household production accounts, human capital accounts, health accounts, and environmental protection accounts will increase in relation to the measurement of quality of life.
In this study, recent international discussions and the current status of satellite accounts in Korea were examined to improve National Account Statistics related to quality of life measurement. Based on this, we evaluated the compilation of satellite accounts in Korea and derived implications for improving statistics for measuring quality of life.

국문 초록 (Abstract)

2020년 초부터 현행 국민계정통계의 국제표준(2008 SNA) 개정 작업이 시작되었다. 이 작업의 핵심은 ‘삶의 질’에 대한 정보를 통계 이용자에게 효과적으로 제공하는 방안을 마련하는 것이다. 국민계정통계 개선 작업은 “확장 GDP” (GDP+) 접근법에 기반한 것으로, 위성계정 작성을 통해 무급 가사노동, 교육훈련·인적자본·노동, 건강·사회 여건, 환경 등의 분야에대한 양질의 다양한 정보를 제공하는 데 초점을 맞추고 있다. SNA 개정 결과는 2년 후2025 SNA 라는 이름으로 공표될 예정이다. 그간 국민계정의 기존 중심계정에서 제공하지못하는 삶의 질 관련 정보에 대한 학계, 정책입안자 등 통계 이용자들의 요구가 많았다. 위성계정 작성 및 활용 방안 등이 포함된 2025 SNA 가 공표되면, 삶의 질의 측정과 관련해가계생산계정, 인적자본계정, 보건계정, 환경보호계정 등 다양한 위성계정 개발 수요가 늘어날 것이다. 이에 따라 각국의 통계작성기관들은 삶의 질과 관련해 다양한 위성계정 개발 또는 개선 요구에 대응해야 할 것이다.
본 연구에서는 삶의 질 측정 관련 국민계정통계 개선을 위한 최근 국제논의와 우리나라위성계정 작성현황을 살펴보았다. 이를 바탕으로 우리나라의 위성계정 작성에 대해 평가하고, 삶의 질 측정을 위한 통계의 개선과 관련하여 시사점을 도출했다.
