지방도시 주택재개발사업의 현상과 과제 : 전주시를 중심으로 = Present Circumstances and Issues of Housing Renewal Project in Local Cities : The case in Jeonju city

Within the flow of time where the city gets created, grown and maintained, the formation and change of urban space structure has continued without an end. Although there are various factors that influence such urban space structure, the policy linked to socioeconomic situations among them had tremendous effect on urban space structure.
The urbanization became rapidly in progress since 1960's in case of our country and as the problem followed by increase of outworn houses became deeper due to change of houses from the elapse of year in various established urban districts, the Urban and Residental Environment Improvement Law was enacted in 2003 to set up Residental Environment Improvement Plan as obligation in cities with population of five hundred thousand people or more.
In case of Jeonju, the local improvement type Residental Environment Improvement Project had gained a certain degree of result and while the housing environment is expected to be improved continuously, the renewal project is unable to perform Residental Environment Improvement of residents themselves as not even one place was able to make progress as the sale of apartment was unclear although they were at the stage of forming association and selecting businesses after designating 26 renewal areas.
In this study, the way to promote a reasonal renewal on the level of policy theme and regional government on the central government level is presented by analyzing and investigating the surveyed results of specialists on problems, realties of people moving in and coping plans, etc to be created from the expected setup of theme and objective and change of urban space structure by promoting and setting up renewal area with a precondition of forming mutual agreement among residents.
The methods of performing study are as follows.
First, the Housing Renewal Project related laws are compared as related theoretic consideration while investigating studies related to Housing Renewal Projects.
Second, the activities on designating provincial city Housing Renewal Project have been found out through the investigation of statistical data and literary data.
Third, the activities of renewal project in Jeonju and delay factors have been found out through prior interview with practical civil officials related to housing renewal, association members and company workers who have set up the plan while forming a questionnaire on this basis.
Fourth, the problem of Housing Renewal Project was diagnosed through survey with specialists in administration․practical work․academic circle and presented policy․administrative ways to make improvement in performing Housing Renewal Project.
This study has derived problems of provincial city Housing Renewal Projects and presented policy․administrative improvement plans through diagnosis of specialists on them. At current point in time when various counterplans are deliberated for the Revitalization of Urban Center in the process of urban center declining, such study would raise the quality of life by residents after improving outworn residential environment of urban center and become a plan to come with urban center integration of provincial cities by increasing population of residents.
