Urban Redevelopment Project is to improve the decrepit condition of old town and to restore the urban function, having the high interest for being designated to main areas of the city. Since 1973, the first designation of Urban Redevelopment Districts in Seoul, 564 has been designated. Excluding 57 retention districts, 228 has been completed, 34 in progress and 245 not in progress yet.
55 Urban Redevelopment Project(association type) has been designated up to now. By establishment of Real Estate Investment Company Act in 2001, indirect investment methods like REITs and Real Estate Funds in Urban Redevelopment Project are expected to develop. But after 2000, most of Urban Redevelopment Projects were residence sales in lots, and only 4 out of 35 were non-residence sales.
Because of financial crisis in 2008, real estate market has declined and many residence sales projects are being suspended. Residence business has greater deviation following the business conditions, thus non-residence business has less according to the revenue from the building. Therefore the study is to determine the proper project promotion method by the comparative analysis of residence sales in lots and non-residence sales.
The target of analysis were selected to near Yongsan station area(Front Yongsan station and Around Kukje building districts). Yongsan neighborhood is the most recent designated districts for Urban Redevelopment Project, and 5 districts were in progress at similar times. All 5 were with residence sales in lots at the beginning, under the influence of financial crisis, 1 district was implemented without delaying, 3 were suspended for several years, and 1 was changed to non-residence sales. Therefore Yongsan has the all cases for comparison in methods.
In this study comparison of 5 cases with residence sales in lots and non-residence sales has been conducted. In the condition of decline in residence sales, project feasibility(the original and changed management disposal plan document - the project period, total income, income by facilities, total costs, construction costs, previous total assets, estimated proportional rate, estimated membership contributions per capita, etc.) has been decreased, and in this condition, non-residence sales has the advantageous compared to residence sales in lots.
And in analysis of applying non-residence sales method in residence sales in lots area in the same condition, project feasibility has improved in every district which had delays. In addition the business conditions were presented to implement non-residence sales method by comparing the difference between residence and non-residence methods. In particular, it suggested that having the different conditions in the owners and the users, project cost procurement, contractor selection and licensing process, pre-sale in members. According to the flowchart of the project conditions in the non-residence sales method, it has been presented that attracting the reliable users(tenants) is the core and preferential for the project.
As a result, it is identified that most of Urban Redevelopment Project districts were being conducted with residence sales method in lots, and residence projects may have the possible delays due to the business environment. Therefore by promoting alternative ways of non-residence sales method in declined condition of residence business, it is able to facilitate the progress of Urban Redevelopment Projects.
As the Urban Redevelopment Projects were improving the conditions of the old town area, restoring the function of the city and closely relating people's property, this study made selection for the association depending on the business environment, the appropriate method between residence sales in lots and non-residence sales methods. And also through a seamless business process in Urban Redevelopment Projects, it is expected to improve and developing the urban environment.
