The proposition of balanced development has been actively continued regardless of nation and time, and policy attempts to realize it have been diversely accomplished regardless of merits and demerits. As a result of input-driven unbalanced growth strategy in the past, Korea achieved rapidly condensed growth in a short period, but it brings about space polarization such as the overpopulated metropolitan area and underpopulated local areas. To cure such phenomenon of space alienation fundamentally and devise national competition and integration, the participatory government adopted balanced national development as a key government agenda and concentrated policy efforts on it. In the process, taking a lesson from a failure to balanced development policies between local areas carried out in the past, the participatory government has promoted balanced development policy which deserves to be placed higher value than any other successive governments by preparing the legal and institutional base through three special laws for balanced national development and establishing innovation-driven paradigm of local development, as well as creating the special account for its strong promotion system and stable financial resources. Nevertheless, the balanced national development policy of the participatory government revealed internal vices and structural incompatibility, ranging from setting a plan to securing financial resources, a promotion organization, and evaluation and feedback. If such problems are not solved, the original purport of balanced national development cannot be fully displayed, local governments putting their full hopes will be disappointed, and further a great sum of policy money for balanced development will be paid. Accordingly, the purpose of this study is to examine the promotion strategies and problems of the balanced national development policy of the participatory government, and suggest improvement methods.
Beginning at this critical mind, this study is organized as follows to achieve the purpose of this study. This study consists of 5 chapters. Chapter 1 is introduction which addresses the purpose, scope, and methods of study. Chapter 2 addresses theoretical consideration of the conceptual definition and components of balanced national development and the characteristics and evaluation of balanced national development policy carried out by successive governments, and provides an opportunity of comparison and analysis by examining main balanced national development strategies of advanced countries. Chapter 3 and Chapter 4 are the main subject. Chapter 3 examines the background of adopting balanced national development as a key agenda by the participatory government and the promotion strategies of balanced development. Chapter 4 addresses the performances and problems of the balanced national development policy of the participatory government and their improvement methods and further problems. Finally, Chapter 5 is conclusion.
Balanced national development is an extremely difficult agenda which has to overcome power-focused inertia which has been continued for thousands of years. Therefore, if a national reform program is to win success through new decentralization and distribution paradigm, the central and the local should construct a close cooperation system. Furthermore, when the local governments which shrink by unbalanced growth expand and improve creation and innovation capability, revitalize the local's growth power, and secure enough competition, it will lead to the improvement of national quality of life and equally rich society will not be far distant.
