장애인가구의 빈곤탈출 결정요인에 관한 연구: 노동패널자료를 활용한 생명료 분석과 이산시간분석 = A Study on the Determinants of Poverty-Exit Possibility for the Disabled Households Life Table Analysis and Discrete Time Analysis using the KLIPS

다국어 초록 (Multilingual Abstract)

This study analyzed weak poverty traits of the disabled households positively focusing the process and cause. For this, I confirmed the change of cumulative survival rate and hazard rate by poverty spell that utilized Korean Labor and Income Panel Study Data(1th-6th) through life table analysis and grasped the different determinants of poverty-exit(transition) possibility by poverty status through discrete time analysis by using multinomial logit. Results showed their poverty ratio, poverty experience and long period or chronicity of poverty are high relatively. Also, poverty period is prolonged, poverty-exit provability becomes low, and the disability related variables went from bad to worse the gravity in these change. Variables related to the change of earned income, employment and disability in determinants of the poverty-exit provability analysis were exposed that influence was meaningful. Specially, there was seldom public transfer income's effect for the poverty exit. So Improvement is required preferentially since this is caused to income maintenance policy that do not consider disabled households' characteristics. In addition, organic link of labour market policy, personal assistance service and family support service for the improvement of employment trait is essential because only income maintenance policy to solve the their vicious circle of poverty structure doesn't have enough effect.

국문 초록 (Abstract)

본 연구는 장애인가구의 취약한 빈곤특성을 그 과정과 원인에 초점을 맞춰 실증적으로 분석하기 위하여 1~6차년도 한국노동패널자료를 활용한 빈곤기간별 누적빈곤유지율과 빈곤탈출확률의 변화를 생명표분석을 통해 확인하고, 빈곤지위별 이행(탈출)확률에 대한 결정요인을 다항 로짓을 활용한 이산시간분석을 통해 파악하였다. 분석결과 장애인가구는 상대적으로 빈곤규모와 경험은 높고, 빈곤의 장기화만성화의 위험성은 상당한 것으로 나타났다. 또한 빈곤기간이 길어질수록 빈곤탈출확률은 낮아지고, 이러한 변화추이에 장애관련변수는 그 심각성을 가중시키는 것으로 나타났다. 빈곤탈출확률 결정요인 분석에서는 취업 및 장애관련변수가 의미 있게 영향을 미치는 것으로 나타났는데, 특히 비빈곤계층으로의 이행에 공적이전소득의 역할은 거의 이루어지고 있지 않음을 확인할 수 있었다. 이는 장애인가구의 특성을 고려하지 않은 소득보장정책에 기인하는 것으로, 가구 내 사회경제적 특성을 개선할 수 있는 노동시장정책과 활동보조지원 및 가족지원서비스정책의 연계방안 구축이 요구된다.
