미국의 고령화 상황과 고령정책 = Aging and Aging Policy in the United States

다국어 초록 (Multilingual Abstract)

In the United States, the aging of the baby boomer generation began earlier than we did, and since the 1960s, it has actively responded to aging. In the course of such social changes, the need for the paradigm shift of aging policies in the area of government policy and civil society is raised with the aging of baby boomers, and discussions and experiments are under way. This paper introduces the aging of the United States and its aging policies. In particular, we focus on the economic situation of the elderly population and examine the system and policies to cope with the poverty problem of the elderly population, the situation of the aged labor market, and the phased retirement. In this way, we examine policy implications for the preparation of alternatives in our society where the poverty of the elderly becomes a serious social problem.

국문 초록 (Abstract)

미국은 우리보다 일찍 베이비부머의 고령화를 맞고 있으며 1960년대 이후 고령화에 대한 선제적인 대응이 이루어진 사회이다. 그런 가운데 베이비부머의 고령화를 맞아 정부정책이나 시민사회의 영역에서 고령정책의 패러다임 전환의 필요성이 제기되고 이를 위한 논의와 실험들이 진행되고 있다. 본 논문에서는 미국의 고령화 상황과 고령정책을 소개한다. 특히 고령인구의 경제적 상황에 초점을 맞춰 고령인구의 빈곤문제에 대응하는 제도와 정책, 그리고 고령 노동시장 상황, 단계적 은퇴 등을 살펴봄으로써 노인빈곤이 심각한 사회문제가 되기 시작한 우리사회에서 대안마련에 필요한 시사점을 찾고자 한다.
