The research examining the relationship between an aging population and education funding has treated the elderly as a homogeneous group motivated by narrow self interests. Previous research has tended to start with the premise that the elderly will sacrifice public education to promote public projects that will benefit them. This project proposes that there is an additional motivation for elderly citizens, a desire to see their genetic material pass successfully into the future also known as ‘the selfish gene theory.’ By comparing the levels of spending for public education in those areas with a large age-inplace population or a large elderly in-migration population, researchers and policy makers can begin to see the different motivations at work. Locations showing characteristics of an influx of elderly tended to fund primary and secondary schools at a lower level and use less local revenue to fund education than counties in general. Locations with characteristics of a large aging-in-place population tended to have higher levels of funding for primary and secondary schools and generate more revenue from local sources.
Additional variables which were also significant predictors of education spending included; income, percentage of the population under 18, percentage of the population 65 and over, race, and percentage of owner occupied housing for the dependent variable of spending per student. The percentage of the population under 18, percentage of the population 65 and over, percentage of the population in poverty, the percentage of college graduates in the population, and the percentage of housing owner occupied for the dependent variable of the percentage of education revenue from local sources.
