IMF체제와 지방정부의 개혁: 대응에 관한 평가 = Administrative Reform of Local Government's under IMF System

This paper attempts to identify organizational reform and economics strategy to overcome IMF system on local government. In Korea, it is well known that local government is characterized as authoritative and oriented toward centralism. And such a cultural heritage cannot be change in nowadays. Under the IMF system administrative reform of local government's has been heavily dependent upon the national level organizational reform guideline. But, emergency economic strategy in order to overcome IMF system should be focused on administrative refrom. And local governments administration reform must be deliberate use of administrative system so as to change its goal, structure, and procedures with a view to improving it for overcoming IMF system.
