Doesn't Political Ideology Make Asian Countries Greener?

The existing studies on the effectiveness of environmental aid have been mostly examined from the perspective of Western and advanced countries. This paper challenges one of these approaches and argues that the effectiveness of environmental ODA is contingent upon the recipient countries’ political and economic institutions, which the donors often emphasize for its proper implementation. In specific, analyzing a panel dataset of 28 Asian countries between 2000 and 2020, this paper found that the leader’s political ideologies of the recipient countries do not affect the effectiveness of the environmental aid, measured by its CO2 emissions. Thus, international society and donor countries should avoid forcing their standard of governance and institutions when it comes to providing aid. Instead, we need to focus on how strongly the recipient country implements its ownership in handling climate and environmental issues.
