The purpose of this paper was to establish the basic foundation for the definition of quality and improvement of early child education, through investigation to the quality improvement of early child education. For this purpose, the main focuses were on the following; ① definition of quality with respect to value, groups related to early child education, and process, ② early child education in various problem contexts, ③ definition of quality in respect for the child, ④ quality of early child education in respect for parents, ⑤ evaluation tools to measure quality. As a result of the study, there were ` several suggestions for improving the quality of early child education. Thus we should have consideration for improving quality according to some suggestions. Those suggestions are such as following; ① We should find concrete plans that realized equality of early child education. ② It is necessary to reconstruct early child education. ③ We should develop evaluation scales that can assess the qualitative development of early child education. ④ We should have concrete practical plans that can establish the identification of early child education. According to these results, it is important to consider one fact; Definition about quality of early child education is not an absolute definition, but a relative definition; and a subjective and formative definition based value, beliefs and interest rather than an objective and universal reality. This definition of quality about early child education is a concept that involved respectability of human being`s character and dignity, freedom and equality. And it ` is necessary to recognize that this kind of approach is our work to improve quality of early child education. Also in the world that shared and exchanged information and knowledge by terms of communication, symbol and relation, it is demanded for early child education to learning of basic skills as well as creativity, communicative competence, problem-solving capacity. Finally, in present situation of taking weighs quantitative growth rather than qualitative growth, it will be significative efforts for establish academic identification to investigate quality improvement of early child education
