In the Act on the Establishment, Management, etc. of Spatial Data of South Korea; cadastral confirmation survey was regulated to be implemented in setting new land indication after development work completion under city development project, or others. In other words, previously registered cadastral record is terminated due to development project and land indication matters are newly measured, inspected and surveyed to register the land afresh. Registered cadastral record is important in determining the roles of cadastral book and land owner’s rights. The data are registered by implementing cadastral survey. Cadastral survey mapcheck is executed by a competent cadastral agency. In reality, however, because of the lack of personnel, equipment and technology; cadastral confirmation survey mapcheck is conducted based on only plans or samples in some of the sites. Under the adjustment of public organizational functions in May 2015 by the Ministry of Strategy and Finance, the work of cadastral confirmation survey was referred to the private sector and the mapcheck and other relevant quality assurance functions are expected to become the responsibility of the Korea Land and Geospatial Informatix Corporation. Against this backdrop, to reinforce the public function of cadastral confirmation, it is necessary to improve and standardize its mapcheck process.
In this study, ortho imagery was produced on cadastral confirmation survey areas and compared it with cadastral confirmation measurement results to check the possibility of testing the cadastral confirmation survey results based on UAV ortho imagery. And by differentiating imaging heights and comparing the resulting results, this study sought to present more help in selecting an optimal UAV imaging height to obtain more precise ortho imagery.
This study investigated some of the Cheongra District Development Project areas of South Korea where the site construction had been completed along with indication reference point result announcement and cadastral confirmation survey result issuance. UAV imaging was performed upon this area at approximately 60 m and 130 m heights to gain ortho imagery. The imaging results were compared with those of indication reference point in the result announcement and cadastral confirmation survey result of which inspection had been completed.
First, based on the cadastral triangulation additional point and cadastral traverse point in independent housing sites (280m×280m; hereinafter, the experiment site) with many Block point, GCP was installed at 9 outskirts points and 4 inner points to produce UAV (DJI INSPIRE 1 T600) ortho imagery at imaging heights of 60 m and 130 m. The GCP X and Y coordinates read from each altitude-specific ortho imagery were compared with GCP X and Y coordinates under result announcement. The results were within the mapcheck-cross-connection standard of permission, cadastral triangulation additional point of ±25㎝ and cadastral traverse point of ±15㎝. At the imaging height of 60 m, the maximum connection error was 0.124m; and, at 130m, max connection error was 0.110m. Every point of the two imaging heights was found to stay within the standard of permission for reference point mapcheck. At 60 m height, the average RMSE value of connection error of points was 0.074 m; at 130 m, it was 0.061 m, showing that points at 130 m height were more precise by 0.013 m.
Second, in the height-specific ortho imagery, X and Y coordinates read from Block point and boundary corner point were compared with X and Y coordinates of cadastral confirmation survey results. However, there were ambiguous parts hard to be read in the image such as shade, boundary stones covered by garden soil and structure placed on boundary stores to disturb precise observation. Both imaging heights showed results within the boundary point of ±10㎝, the standard of permission of average mapcheck connection cross. At 60 m imaging height, the average connection error was 0.094m; and at 130m, average connection error was 0.092m. At 60 m imaging height, the average RMSE was 0.154m; at 130m, the average RMSE was 0.107m, indicating that the imaging height of 130m was better than imaging height, 60m, by 0.015m in connection error average, and 0.013m in connection error RMSE. This finding showed that in UAV imaging, higher height produced more precise image than lower height.
Third, in order to inspect hardly-readable areas in the image such as shade, boundary stones covered by garden soil and structure placed on boundary stones, this study overlapped the 130 m-height ortho imagery and cadastral confirmation plan. Based on the overlapped plan, clearer demarcation was possible in ambiguous areas such as independent plot boundaries, ortho imagery shade, ambiguous boundary stones due to the present garden soil and structures, etc. disturbing clear demarcation. Moreover, based on the cadastral confirmation survey, it was inspected whether the set boundaries were aligned, wither structures including building violated the cadastral confirmation line and where the plot boundary lines were located.
It was limited to assess the appropriateness of imaging height just by mapchecking only two sets of conditions under 60 m and 130 m actual imaging heights. More in-depth mapcheck will be necessary in future study at more diversified imaging heights. This study compared the results by assuming the number of air-photo signals was identical to the results. Still, it will be necessary to conduct mapcheck while changing the numbers of air-photo signals as well. The study experiment area is almost flatland in its altitude. Further subsequent study on UAV ortho imagery and cadastral confirmation survey mapcheck will be also necessary in area with rugged terrain.
This study sought to utilize UAV ortho imagery in cadastral confirmation survey mapcheck. if detailed guidelines are established along with the above-stated future additional researches, the study findings could be utilized as a land surveying method in the field during cadastral confirmation survey.
