연안어업의 어선감척수준 및 우선순위평가에 관한 연구 = Evaluating Fishing Vessel Buy-back Levels and their Priorities of Coastal Fisheries in Korea

국문 초록 (Abstract)

어선감척 우선순위는 감소된 어획량기준, 손실액기준, 비용․편익기준, 어업경영 상태기준 등이 있다. 그런데, 어획량기준은 어획량에 대한 경제적 가치를 고려하지 않은 한계가 있고, 비용․편익기준은 어종별 성장률과 자원량을 추정하기 어렵기 때문에 정확한 편익의 크기와 어선감척사업의 비용을 계산하는 어려움이 있고, 어업경영상태기준은 경영상태에 따라 어업의 진입과 퇴출이 자유롭게 결정되어야 하기 때문에 인위적 감척은 불합리하다. 한편, 어획량과 경제적 가치를 동시에 반영한 손실액기준은 제한된 정보의 범위에서 보다 합리적인 의사결정의 방법이라고 할 수 있다. 연안어선감척수준은 현재의 어획능력에서 최적어획능력을 차감한 초과어획능력을 어업별로 산출하고, 초과어획능력을 어획능력으로 나눈 최적감척비율을 계산하고, 현재의 어선세력에 최적감척비율을 곱하므로써 최적어선감척량을 도출한다. 결론적으로 이러한 우선순위기준과 감척수준에 의하여 연안어업의 감척사업 대상과 감척수준을 계산하면, 연안어업 7개 업종의 총 어선세력은 153,434톤으로 이 중 39,364톤을 감척하여 114,070톤의 총 어선세력을 유지하는 것, 즉, 어선톤수에 의한 감척비율 25.6%수준이 현재 주어진 조건에서 합리적인 감척사업의 수준으로 판단된다.

There are several criteria such as yield decreased, economic loss due to overfishing, economic effects of buy-back programs, fisheries financial performance, and quickly recoverable fish species, for evaluating fishing vessel buy-back priorities. The economic loss criteria is one of the most appropriate ways to make a decision their priorities under limited information conditions. In case of reflecting the optimal fishing capacity calculated each fishery, total tonnages of coastal fishing vessels should be reduced by 25.6%, which represents buy-back levels of 39,364 tons reduced from 153,434 tons to 114,070 tons in coastal fishing vessels, to conserve the coastal fisheries.
