결합통신서비스는 소비자후생을 증대시키는가? : WiBro VoIP와 HSDPA의 소비자후생비교를 중심으로 = Consumer Welfare Increase from Integrated Communications Service?

국문 초록 (Abstract)

본 연구는 2006년도 8월에 실시한 시장조사를 통하여 새로운 통신서비스인 WiBro VoIP와 유사통신서비스인 HSDPA의 소비자후생효과를 산정하고, 비교하는 데 목적이 있다. 경제적 가치인 소비자의 지불의사액을 추정한 결과는 다음과 같다. 첫째, WiBro VoIP의 경제적 가치는 HSDPA의 경제적 가치보다 크게 나타남을 보였다. 둘째, 2004년에 실시한 시장조사결과보다 분석대상인 두 가지 통신서 비스의 경제적 가치는 낮아진 것으로 나타났다. 이러한 분석결과에 대한 소비자관점에서 본 통신정책 및 사업전략에 시사점으로 통신서비스의 결합은 소비자후생을 증대시킴으로 WiBro VoIP와 같은 결합서비스전략을 개발하고, 추진함으로써 새로운 통신서비스의 경제적 가치증가에 따른 통신 및 방송시장의 확대와 소비자후생수준의 증가를 동시에 달성할 수 있으며, WiBro VoIP+x서비스도입과 같은 결합 및 융합서비스의 도입이 시장에서 빠르게 확산될 수 있도록 전반적인 통신규제를 완화해야 함을 보여준다. 장기적 관점에서 미래 융합과 복합통신 및 방송서비스의 최대 수혜자는 소비자가 될 것이다.

다국어 초록 (Multilingual Abstract)

This Paper is to measure the new integrated communication service i.e. WiBro VoIP and HSDPA based on field survey conducted in August 2006 and is to compare two competitive service. The study shows that first, the economic value of WiBro VoIP is more than that of HSDPA. Second, there is a little lower than previous measured value in economic value of two communication services. Communication policy based on study results, therefore, implies that the integration of communication services will be increasing the consumer welfare and expanding mature communication markets. In order to diffuse integrated services such as WiBro VoIP, government need to push up the deregulation of communication laws. In the long run, consumer will be gain the benefit form integration of communication services.
