    Cost effective Reusable Launch Vehicles will lead the future of the space development ; manned and/or unmanned. It's a just beginning stage for most countries except the United States to develop such systems. Korea started lately, but has established remarkable accomplishments in liquid launchers and in satellite operation including participation in International Space Station. This study will provide international trends with the usage of sub-orbital Reusable Launch Vehicles. Korean Suborbital Spaceplane (KSS) Development Plan composed of 3 stages is also presented as well as an operational concept of the KSS. The results of this study will be used to provide momentum and initial data for the KSS development and an Orbital Reusable Launch Vehicle development in the future.
