警察과 民間警備의 協力强化方案에 관한 硏究 : 방범활동을 중심으로 = (A) Study on Plan to Reinforce Cooperation between Police and Private Policing : Focusing on Crime Prevention Activity

In charge of social security against crime threat, the police is faced with heavy burden of coping with new demands of security in rapidly-changing society and change in national consciousness at home and abroad while keeping social order in the front of national governmental authority. Despite increase in needs of police functions and roles following changes, absolute lack of budget and police manpower, backward police equipment, low salary system, excessive workload and working hours and various kinds of incidental works requiring cooperation prevent effective activities of police for crime prevention.
This study examined the plan to reinforce policing capability through reinforcement of cooperation between police and private policing. First of all, several problems were recognized through analysis on status of police crime prevention activity and private policing. From the side of police, police hesitates to contact the private policing due to poor policy for cooperative policing system with private policing. From the aspect of from the side of private policing, they recognize police as a separate group with considerable level of difference rather than as a partner for crime prevention. Therefore there is almost no exploration of developmental plans let alone official exchange of information for crime and crime prevention.
In addition, it fails to achieve scientific and professional selection without objectivity and fairness, while it is required to employ excellent staffs of private policing for reinforcement of crime prevention capability. In addition, it is difficult to select the applicants with excellent qualification and education level since policing area has poorer working conditions than other areas.
From other aspect, police has negative consciousness on the private policing. Even if it is required to obtain wide understanding on tasks of others for both groups of police and private policing to construct effective policing cooperation system, there isn't any exploration for developmental plans up to now. In fact, they do not make efforts to know or understand the policing activities of others under the cause of lack of police, while recognizing that it is impossible to achieve effective cooperation system for policing without understanding on tasks of others. In Korea, policing division 3, policing department of the National Police Agency takes charge of special policeman with request, and crime prevention division, crime prevention department of the Crime Prevention Agency takes charge of private policing tasks. However, such division has reached its limit in terms of supervising ability.
Accordingly, it is required to improve problems pointed above with strategic thought in consideration of changes in security environment of the 21st century in order for police and private policing to accomplish common goal of crime prevention effectively and efficiently, resulting in protection of people and customers from being victims of crime and removing fear against prevalent crime in the society.
As pointed out in this thesis, we should recognize the fact that there is a limit in effective crime prevention with police only, encourage participation of all available resources into policing activities aggressively and strategically, and obtain effectiveness and efficiency of crime prevention through cooperation. Accordingly, if we can actively explore the plans to effectively use tremendous amount of human and physical resources in private policing area and effectively construct cooperation system between police and private policing, private policing can solve the security problem of citizen's life that may have limit with police force, as a private crime prevention organization and satisfy various needs of policing in various classes of society due to deepening of urbanization and industrialization.
In conclusion, it is more required to utilize the security force of private policing companies who make efforts for common goal of crime prevention, in order for police to aggressively cope with time and social request of knowledge-based information society as well as request of people on diversified and upgraded policing service. For this purpose, we should recognize the security force of private policing companies as a partner that works together for crime prevention and more than anything else, make every effort to effectively divide the roles from the community-based position, bearing in mind that obtaining social security is not my problem but our problem at this point.
