입법과정에 나타난 일-가족 양립 문제의 프레임(frame)에 관한 연구 -2000~2006년 국회회의록 분석을 중심으로 = A Study on the Frame of Work and Family Balance Issue in Policy Making Process -An Analysis of the Records of the Korean National Assembly, 2000~2006

다국어 초록 (Multilingual Abstract)

This study aims to examine the frame of work and family balance issue in policy making process from 2000 to 2006, a period when the major elements of the current work-family balance policies have been instituted, using content analysis of the records of the Korean National Assembly. This study finds that the main ideas framing work-family balance issue in the National Assembly were generally classified into two packages: enforcement of national competitiveness and crisis of low birth rate and aging. The subject of work-family balance policies was limited to women. Alternatives for using women as the reserved army are limited to specifically women`s jobs and leave policies and lack active policies to change traditional gender role and share care responsibility in the family. The study shows that the frame of work and family balance issue is based on the assumption that women is regarded as both a secondary wage earner in the labor market and primary care giver in the family. In conclusion, this study argues that the frame of work and family balance issue in Korea has been gendered.
