The capacity used in planning and design of freeway is determined as invariable value and it is generally considered that traffic congestion would occur when traffic demand is larger than capacity. However, traffic congestion occurs not only when traffic demand is larger than capacity, but also when traffic demand is smaller than capacity, especially in some bottleneck section as freeway merging area. Thus, due to occurred traffic congestion, freeway loses function of high speed. In enlargement of freeway capacity, a long period is needed and in case of occurring of traffic congestion, it would be impossible to avoid long period traffic congestion. So, it is needed to cope with traffic congestion before traffic-operating condition would worse. To do so, it is necessary to establish a legislation tool as like traffic operating condition audit. Therefore, this study focuses on some contents like traffic operating condition audit system, congestion analysis technique, before and after congestion management.
