The Economic-Technological Development Zone is set up by Chinese mainland to establish modern industrial and industrial complexes to implement the reform and opening policies and to resolve various systematic problem of social development such as licensing process that has existed for a long period. The state-level Economic-Technological Development Zone is an economic and technological development zone established with the authorization by the State Council, and it now serves as the top-notch economic and technological development zone in China.
The Blue Economic Zone is a maritime industry economic center that is formed around the maritime resource development areas. It has great synergy effect of utilizing local mainland·maritime economic development, and it has a large number of enterprises and a wide range of economic geographies. Shandong peninsula blue economic zone is a key component of the National Development Zone in China. It is a collaborative platform that enhances large corporations’international competitive edge and provides good development opportunities for SMEs.
This paper reviewed development background and basic theory of the economic development zone, and further introduced the national economic development zone, industrial structure, blue economic zone, and research results on the Shandong peninsula blue economic zone by domestic and foreign scholars. Through the horizontal comparison analysis of the development process of the economic development zone and the vertical comparison analysis of the development strategy, the adjustment processes of the economic development zones’ industrial structures were compared, and furthermore, in-depth study and examination were made into the Chinese economic development zone.
Using the SWOT analysis, we conducted strategic comparisons of SO, ST, WO, and WT. From this, this paper suggested that the marine economic development in the Shandong Peninsula Blue Economic Zone should employ SO strategy combination. The paper suggested that Blue Economic Zone should increase the speed of development to capture external opportunities, and to use the maximized strengths to increase the speed of development. Through the analysis of the positioning of maritime economic development strategy, this paper presented opinions and suggestions in various aspects such as policy, economy, environment, and humanities. Lastly, suggestions and measures were also proposed for the future development of the economic development zone.
