코로나 19로 인한 보편적 재난지원금 지급정책의 확산 요인 연구: 기초자치단체를 중심으로 = Policy diffusion of COVID-19 emergency relief funds: Evidence from local governments in South Korea

This study empirically analyzes the policy diffusion of emergency relief funds introduced by South Korean local governments in response to COVID-19. In the face of a severe recession, the local governments’ adoption of emergency relief funds only took about four months, which provides an exceptional opportunity to test the diffusion mechanism. This study covers March 8 to July 15, 2020, using data collected from 85 local governments that announced policies for universal emergency relief funds (announcement) and 86 local governments that actually put them into practice (enactment). Using the event analysis method and the Heckman sample selection model, we uncovered robust patterns of emergency relief funds diffusion, yielding three key findings. First, we found that regional effects based on the emulation mechanism showed a nonlinearity that greatly increased the likelihood of adopting the policy in the early stage, but gradually decreased the size of effect afterward. Second, the impetus for policy innovation can come from internal learning, while contributing components of previous policies can vary. In a situation where it is impossible to explore a wide range of alternatives, path-dependency can facilitate innovation. Third, the politically competitive environment surrounding elected public officials can contribute to the adoption of emergency relief funds diffusion or shorten the period of the adoption of emergency relief funds.
