기간제교사와 학생의 학업성취도 - 국가수준학업성취도평가 결과에 대한 학교수준 패널자료 분석

This study investigates the effect of the rising ratio of fixed-term teachers on students’ scholastic performance. The effect of fixed-term teachers was estimated by relating the ratio of fixed-term teachers at the school level to the result of the national-level students’ scholastic aptitude test for the general high schools in 2012. The overall results suggest a negative relationship between the ratio of fixed-term teachers and students’ performance. The negative effect of fixed-term teachers might be attributed primarily to the adversary characteristics, such as relatively short teaching experience, of fixed-term teachers. Another interesting finding is that the native effect of fixed-term teachers is smaller in private schools than in public schools. The relatively positive fixed-term teacher effect found in private schools implies that fixed-term teachers have a stronger incentive to put more effort in teaching when there is a high chance that a fixed-term contract is switched to a permanent one, playing a ‘stepping stone’ role. This result suggests that more opportunities should be provided for fixed-term teachers to be promoted to permanent teachers so as to encourage them to exert more effort in teaching under a more secured employment and to ultimately improve students’

국문 초록 (Abstract)

본 연구는 최근 지속적으로 증가하고 있는 기간제 교사 활용이 학생들의 학업성취도에 미치는 영향을 2012년 전국 일반 고등학교의 임의 추출된 90% 표본에 대해 분석하였다. 분석결과, 기간제 교사 비율의 확대는 대체적으로 학생들의 학업성취도에 부정적인 영향을 미치는 것으로 나타났다. 이러한 결과는 짧은 교직경력 등 기간제 교사들이 지닌 불리한 특성과 밀접하게 연관되어 있는 것으로 추측되며, 본 연구의 결과는 학생들의 학업성취도 향상을 위해 기간제 교사 비율이 지나치게 높아지지 않도록 정책적으로 방안을 강구할 필요가 있다는 점을 시사한다. 기간제 교사의 부정적인 효과는 국공립학교에 비해 사립학교에서 상대적으로 덜한 것으로 분석되었는데, 이는 기간제 교사 지위가 정교사로 전환되는 가교 역할을 할 경우 교사들이 수업에 보다 많은 노력을 투입할 유인이 존재하게 된다는 것을 의미한다. 이러한 결과는, 기간제 교사들이 더 많은 노력을 경주하고 궁극적으로 학생들의 학업성취도가 제고되도록 하기 위해서는 기간제 교사들에 대해 정교사로 전환될 수 있는 기회를 더 많이 확보해주는 방향으로 교원정책을 운영할 필요가 있다는 것을 시사한다.
