    본 연구는 지능형 교통 시스템(Intelligent Transportation Systems, ITS)을 위해 특별히 설계된 차세대 인지형 사물 인터넷(CIoT) 프레임워크를 제안한다. 스마트시티와 자율주행차의 확산으로 인해 기존 ITS 아키텍처는 복잡한 교통 환경을 효과적으로 관리하는 데 필요한 적응성과 실시간 지능이 부족한 경우가 많다. 이러한 한계를 극복하기 위해 본 논문은 인지 추론과 엣지 인텔리전스를 통합한 새로운 다계층 CIoT 모델을 도입하여 상황 인식과 차량 간 협조 기능을 강화한다. 연구는 전통적인 ISO/OSI 7계층 모델과 제안된 CIoT 프레임워크를 비교 분석하며, 인지 계층, 네트워크 계층, 데이터 계층, 애플리 케이션 계층의 기능을 중점적으로 고찰한다. 다양한 교통 밀도 조건에서의 시뮬레이션을 통해 통신 지연을 측정하고, t-검정 을 통해 결과의 통계적 유의성을 검증하였다. 또한, 교통 신호 제어, 긴급 차량 우선 통행, 대중교통 연계 등 다양한 ITS 사례 를 통해 프레임워크의 실용성을 입증하였다. 그 결과, CIoT 기반 ITS는 고밀도 교통 상황에서 평균 지연 시간을 30% 이상 감 소시키며, 실시간 위험 감지, 지능형 우회 경로 설정, 차량-인프라 간 원활한 통신을 가능하게 한다. 본 연구는 인공지능형 교 통 시스템 구현에서 CIoT의 혁신적 가능성을 제시하며, 향후 표준화 및 5G 통합과 관련된 연구가 필요함을 강조한다.

As smart cities and autonomous vehicles become increasingly prevalent, traditional ITS architectures often fail to provide the adaptability and real-time intelligence needed for complex traffic environments. To overcome these limitations, a novel multi-layered CIoT model is introduced, incorporating cognitive reasoning and edge intelligence to enhance situational awareness and vehicular coordination. The study conducts a comparative analysis between the traditional ISO/OSI 7-layer model and the proposed CIoT framework, focusing on the cognitive, network, data, and application layers. Simulations under varying traffic conditions evaluate communication latency, and t-tests validate the statistical significance of the results. The framework’s practical value is further demonstrated through ITS use cases such as adaptive traffic light control, emergency vehicle prioritization, and integrated public transport systems. Findings show that the CIoT-based ITS reduces average latency by over 30% in high-density traffic, enabling real-time hazard detection, intelligent rerouting, and seamless vehicle-toinfrastructure communication. The research highlights CIoT’s transformative potential in intelligent mobility and suggests future work on standardization and 5G integration.
