청소년활동시설의 논리주도 평가모형 개발연구|RISS 상세보기

국문 초록 (Abstract)

본 연구는 청소년활동시설 평가의 타당성와 유용성을 높이기 위하여 최근 국내외 평가계에서 가장 괄목할 만한 영향을 미치고 있는 논리주도 평가모형(theory-driven evaluation model)을 개발하고자 한다. 논리주도평가(맞춤평가)의 핵심은 프로그램논리(program theory, logic)에 입각한 논리모형 개발이라고 할 수 있다. 본 고에서는 이를 위한 첫 단계로서 청소년활동시설 중 대표적 유형인 청소년수련원의 특성을 반영한 작동논리모형과 질적 및 양적 평가준거를 제시하였다. 논리주도 평가모형은 프로그램논리를 활용하여 평가대상의 작동논리모형을 구안하고, 이를 바탕으로 평가이해관련자들 간의 협의를 통해 평가대상과 평가준거에 대한 공통된 이해를 가지는 평가모형이다. 본 연구에서는 Chen(2005)의 프로그램논리의 개념틀을 활용하여 청소년수련원의 작동논리모형을 구안하였다. 그리고 개념적으로 구안된 작동논리모형을 바탕으로 이해관련자들의 포커스그룹인터뷰, 협의와 전문가 타당성조사의 방법을 통해 청소년수련원의 논리모형과 질적 및 양적 평가준거를 개발하였다. 본 연구에서 제시된 논리주도 평가모형의 논리모형 개념틀과 평가접근 방식은 다양한 청소년활동시설의 유형과 특성에 적합하게 활용될 수 있다. 논리주도 평가모형을 통해 기존의 청소년활동시설 평가 체계를 개선하고 평가의 타당성과 정당성을 제고할 수 있으며, 실제 평가활동에도 평가이해관련자들의 적극적인 참여를 기대할 수 있다.

The purpose of this study was to develop an operational logic model for a youth activity facility and both qualitative and quantitative evaluation criteria by using the theory?driven evaluation model. The theory?driven evaluation model uses program theory and creates an operational logic model and develops evaluation criteria through discussions and consultations with relevant stakeholders. This study created an operational logic model of a youth training center by using Chen (2005)s program theory framework. This study developed both qualitative and quantitative evaluation criteria through focus group interviews, committee meetings, and validity?checks. The results of this study can increase the legitimacy and validity of evaluations of youth activity facilities and facilitate future research into diverse youth activity facilities by using a theory?driven evaluation model.
