      The analytical objects of this research are new media use policies and initiatives of Germany to promote media-competence of the digital age. To do so, I analyzed the concept of media-competence suggested from the discourse of the media education of Germany in the aspect of theoretical understanding, and then studied about which media-competence initiatives and practice methods based on the new media use policies have been executed.
      The aims of this research were to draw the theoretical meaning of the media-competence concept and to analyze the outcomes and limits of practice methods to promote media-competence which were performed in the political context. For this research, Noam Chomsky's concept of Kompetenz and Jurgen Habermas' Kommunikative Kompetenz were referred to and then Dieter Baacke's concept of Medienkompetenz and his analysis category were discussed. Based on this theoretical understanding, I analyzed the goals, projects, outcomes and limits, etc., through the political bases and initiatives of the German federal government. The research method parallels document research, analyses of statistical data, and actual cases.
