This study aims to suggest a framework for analyzing the impacts of domestic political determinants on the foreign policy decision-making, and analyze, employing the framework, South Korea’s policy of rapprochement towards North Korea under the Park Chung-hee and Roh Tae-woo Governments. According to the analytical framework, foreign policy decision-makers always internalize political pressure emanating from domestic political processes, which has significant influence upon foreign policy decision-making. Depending on the internalized political pressure, they may pursue political risk aversion or political opportunity exploitation in foreign policy decision-making. The validity of the suggested hypotheses included in the framework are supported by the case-analyses.
