일본 니시아와쿠라촌 사례를 통한 지속가능한 지역임업 모델의 활성화 요인 분석 = Activation Factors of a Sustainable Community Forestry Model - A Case Study of Nishiawakura Village, Japans -

국문 초록 (Abstract)

지역임업은 국가 산림정책에서 지속가능한 산림자원의 관리와 산림생태계 보전에 중요한 역할을 한다.
본 연구는 일본 오카야마현 니시아와쿠라촌을 대상으로 지속가능한 지역임업 모델과 활성화 요인을 규명하고자 하였다. 이를 위해 50년 후 산림자원 관리와 활용을 목표로 수립된 ‘백년의 삼림구상’계획을 분석하고, 현지 사례조사를 통해 실행 과정에서 나타난 요인을 검토하였다. 연구의 결과는 첫째, 산림소유자와장기경영관리계약을 체결하고 산림관리를 지역 기업에 위탁하는 메커니즘이 정착되었다. 둘째, 지자체가FSC 인증 비용을 전액 부담하고, 인증을 통해 확보된 CO₂흡수원(J-credits)을 산림사업 재원으로 환류하는 구조가 마련되었다. 이러한 사례는 민관 협력 기반의 지속가능한 지역임업 모델이자 인구 감소에 대응하는 산림정책의 구체적 실천 사례로 의의가 있다.

Community forestry plays an essential role in national forest policies by promoting sustainable forest management and conserving forest ecosystems. This study aims to identify a sustainable community forestry model and its activation factors through an examination of Nishiawakura Village in Okayama Prefecture, Japan. To achieve this, the “The 100-Year Forest Project,” which was established to manage and utilize forest resources over the next 50 years, was analyzed in conjunction with field case studies.
The findings reveal, first, that a mechanism was institutionalized in which forest owners entered into long-term management contracts and delegated forest operations to a local enterprise. Second, the municipality fully covered the costs of FSC certification, while certified CO₂credits(J-credits) were reinvested as financial resources for forest projects. These results highlight Nishiawakura's model as a concrete example of sustainable community forestry based on public–private collaboration, and as a practical policy response to regional depopulation.
