일본 지방자치제 외국인 지원시책의 실태에 관한 연구 = The actual condition of the foreigner support measure in the Japanese local Autonomy: Case Study of the opinion poll to the Korean resident in Japan of Fukui Prefecture

In this announcement, make Fukui Prefecture into an example, it is the purpose to grasp a demand for a policy as the social actual condition of the Korean resident in Japan of late in the small-scale autonomy which was not examined until now. The method of research was able to let the questionnaire performed for the Korean resident in Japan who is Old Comer pass, was able to examine the actual condition of the foreigner support measure, and was able to point out the problem.
Looked at the actual condition of a foreigner support measure of Fukui Prefecture, it is aimed only at New Comer currently troubled by the life for reasons of the shortage of linguistic competence of Japanese intraining of a translator, Japanese leader training, and in a Japanese classroom. However, looked at the result of having grasped the policy demand of the Korean residents in Japan who occupy 40% at a rate of the living foreigner of Fukui Prefecture.
There are most right-to-take-part-in-local-elections problems than the demand of the administrative services relevant to Japanese, the next is asking for the improvement of the present policies, such as the foreigner's increase in a staff in government official adoption, and pension provision, on a par with the Japanese.
However, Korean residents in Japan have chosen naturalization so that it doesnot discriminate any more rather than asserting an improvement of the policy or a right is secured on a par with the Japanese. Even if their children choose the Japan family register, it is the tendency for the consciousness of being unavoidable to increase, and the phenomenon of loss of a native language is aggravated increasingly.
It seems that such the actual condition is an indifferent result of the policy support not only in the problem of a foreigner support measure of a Japanese self-governing body but in the South Korean government to the overseas fellow citizens.
