활동보조서비스 성과 및 영향요인에 관한 연구

국문 초록 (Abstract)

본 연구의 목적은 활동보조서비스의 성과 및 그 영향요인을 파악하여 한국적 적용가능성에 대한 토대를 마련하고자 하는 것이다. 이 연구를 위해 전국 10개 장애인자립생활센터로부터 활동보조서비스를 이용하고 있는 중증장애인 201명에게 우편조사를 실시하였다. 연구결과는, 활동보조서비스를 이용함으로써 첫째, 장애인들의 주관적 건강상태가 향상되었고, 둘째, 심리적 자기의존도가 증가하고, 서비스 만족도가 높게 나타났으며, 셋째, 지역사회참여 및 취업이 증가하고, 취업/고용유지에 대한 자신감이 향상된 것을 보여 주었다.
또한 활동보조서비스 성과에 영향을 미치는 요인을 살펴보면, 심리적 자기의존의 경우 월평균 가구 소득이 높고 1회 평균이용시간이 길수록 타인이 아닌 자기 자신에게 심리적으로 의존하는 정도가 높아지는 것으로 나타났다. 지역사회참여의 경우, 연령이 낮고 월평균 가구소득이 낮을수록, 그리고 서비스 이용기간이 길수록 지역사회에 참여하는 정도가 높아지는 것으로 나타났다. 고용의 경우, 장애지속기간이 길고 서비스 이용기간이 길수록 취업이 늘어나는 것으로 나타났다. 마지막으로 취업/고용유지에 대한 자신감의 경우, 월평균 가구소득이 높고, 장애등급이 낮을수록 취업/고용유지에 대한 자신감이 높아지는 것으로 나타났다.
이러한 연구결과는 현재 우리나라에서 시범사업으로 진행하고 있는 활동보조서비스를 국가적으로 제도화할 수 필요성이 있음을 보여 주고 있다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to investigate the outcomes and the influential factors that predict outcomes of Personal Assistance Services (PAS). A phone survey was conducted with 201 people with severe disabilities who used PAS services through 10 Centers for Independent Living. Participants reported an increase in subjective health perceptions associated with use of PAS. Participants also reported increased psychological self-reliance as a consequence of using PAS, and high satisfaction with PAS in general. Additionally, the participants reported increased active participation in their communities, increased employment, and high self-confidence in getting or maintaining jobs as outcomes of PAS.
Among influential factors predicting the outcomes of PAS, high monthly income and more mean hours of for PAS were positive predictors of psychological self-reliance. Younger age, lower income, and longer duration of service were positively associated with community participation. Longer duration of disability and service use were positive predictors of employment status. Less severe disability and high monthly income were associated with higher self-confidence related to getting or maintaining a job. The results highlight the importance of ensuring the availability of PAS to all Koreans with disabilities who are interested in these services.
