바우처사업 시행에서 드러난 문제점 = 수행 인력의 경험을 중심으로

국문 초록 (Abstract)

보건복지부가 시행하는 바우처사업 현장에서 여러 문제점들이 불거지고 있다. 이 연구의 목적은 바우처사업의 문제점을 한층 근원적으로 해결하는 데 필요한 자료를 찾아 제공하는 것이다. 즉 단발적이거나 얕은 수준의 조사와 연구를 지양하고 한결 깊고 치밀하게 연구하여 시초적인 바우처사업의 정확한 길을 안내하는 데 있다. 자료 수집을 위해 지역에서 사회서비스 담당 공무원을 비롯하여 기관의 실무자, 서비스 제공자 및 이용자를 3-5명으로 구성하여 ‘바우처사업 시행에서 드러난 문제점’이라는 주제로 표적집단심층 좌담을 실시하였다. 아울러 실무자와 이용자를 개별적으로 전화로 면접하였고, 한국장애인복지학회의 월례세미나에 참석하여 자료를 수집하였다. 자료 분석은 해석학적 관점을 바탕으로 진행하였다. 연구 결과를 토대로 지방별로, 기관별로, 사업별로 사업성과가 달라 일괄적으로 바우처사업을 단정하여 평할 수 없는 상황을 고려하여 즉각 고쳐야 할 일, 견디며 고쳐야 할 일, 견뎌야 할 일로 나누어 바우처사업의 발전을 위해 제언하였다.

다국어 초록 (Multilingual Abstract)

Many problems are emerged from the Voucher Schemes which have been conducted by the Ministry of Health and Welfare. This study aims to provide proper proposals to solve those problems originally and effectively. This study, that is, is designed to guide the desirable ways for the Voucher Schemes not by single-shot and superficial research but by elaborate and deep examination. The data is mainly collected through Focus Group Discussions composed by 3-5 public servants, service providers, and customers. The Focus Group Discussions have been completed with the following theme: what are the problems emerged from the Voucher Schemes? Additionally, the data is gathered from individual interviews and a seminar held by Korea Academy of Disability and Welfare. The collected data has been analyzed by Hermeneutics Approach based on the Denzin's model. Although the Voucher Schemes can not be firmly evaluated because of different agencies and localities, the following three-leveled improvements and works are resulted to renovate the Voucher Schemes; 1) improvements which must be worked out immediately, 2) improvements which have to be worked out with endurance, and 3) works which could be sustained.
