내포신도시의 성공적 건설과 초기 생활권 조성 -내포신도시 조성 전망과 주변지역 균형발전을 중심으로- = Successful Development of Naepo New City and Building Up of Its Primary Stage Neighborhood Infra -with special reference to the prospect and balanced development of the peripheral areas

국문 초록 (Abstract)

본 논문은 충남도청의 성공적인 이전을 위해 조성되고 있는 내포신도시의 도시개발 문제들을 주변지역 균형발전 차원에서 분석하여 합리적인 대안을 모색해 보려는 데 연구 목적을 두고 있다. 내포신도시는 인구 10만명을 목표로 조성이 추진되고 있지만, 2020년 까지 총 4.5만명 정도가 최선일 것으로 예측된다. 계획시점까지 정주인구 유치의 선결과제인 신규 고용창출에 대한 전망이 불투명해 유발 부문별 가능 규모는 공공기관이전 1.5만명, 도시서비스업1만명, 주변지역 유입 최대 2만명 등으로 추정된다. 이러한 추산이 현실화될 경우 신도시조성사업자들은 재정난에 봉착할 것으로 우려되는 한편, 신속한 투자가 이루어지고 있는 중심상업지역은 강력한 고차 서비스 기능을 발휘해 주변 4대 읍의 상권 및 도시 공동화를 촉진시킬 요인으로 부상할 것이 우려된다. 따라서 원만한 도시 조성을 위해서는 전방위 산업 유치대책을 마련하고, 인접한 선도산업지역으로부터 정주인구를 유치하며, 4대 읍 공동화 방지를 위한 공공투자 및 서비스기능 특화를 촉진하여야 할 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

The paper aims to explore the reasonable alternatives on the urban development issues relevant to the Naepo New City, propelled for the Chungnam Provincial Office trans-location. Those are analyzed at the dimension of balanced development for the peripheral areas. As a result of estimation, the maximum population of the city will be close to 45 thousand people at the end of 2020. Because it will be possible to have 15 thousand people from the public organization sector, 10 thousand people from the urban service industry sector, and 20 thousand in-migration people from the peripheral areas. The city aims to have 100 thousand people at that time, but it seems to be obviously impossible by the cloudy prospect of making new employment opportunities, predetermined agent for inviting inhabitants. But on one hand, if local government force to propel the development and inhabitants inviting by some non-market powers, the peripheral area might be faced with depopulation. On the other hand, if it fails to complete successfully the construction until that time, the two developer, both governmental companies, might be faced with bankruptcy. Also, another worrying effect occurs from the central business district development, comparatively under fast-proceeding now. It seems to affect the quick emptying the commercial role of the big four towns at the outskirts of the city. Therefore, the local government has to be hurry to invite companies to make employment and to establish the public investment plan for the survival of the big four towns through specialization.
