범죄통제 목적 CCTV 운영에 대한 경찰관들의 인식 분석 및 개선방안 모색 = The Analysis of Policemen’s Perceptions on the Closed Circuit Television and the pursuit of Utilization Improvement

Closed Circuit Television is recognized as an useful tool of crime prevention and reduction. But until now, we can see its effectiveness and side effects such as violations of human rights and displacement of crimes are
debated continually. In these contexts, we surveyed 376 policemen in Police Comprehensive Academy so that we can research the perception of policemen about the effectiveness, side effects, practical usage, difficulties of utilizing CCTV. Therefore we can know about the opinion of police workers and tips for improving CCTV system. This context has a significance for surveying incumbent policemen.
As a result from analysis, policemen are generally utilizing CCTV to solve the cases. They usually use it in case of theft. And the important factors that affects the CCTV utility are location of installation and capacity of camera. Especially the quality of picture has to be improved. Also, correspondents have positive attitudes to the effectiveness of CCTV. They think that CCTV are very useful for preventing and investigating crime. In other words, they think CCTV totally helps police such as rational arrangement of police force and
contribute to prevent street crime, disorder etc. And they perceive that crime and fear of crime is decreasing because of CCTV. On the other hand, they also point out the harmful effects of CCTV like displacement of crime, violation of human rights. They are not revealed clearly, so future analysis needs to be examine more closely. As a unique consequence, Korean policemen recognize that using CCTV is spending much time and becoming a burden. They think CCTV has a good effect, but they are not willing to utilize it because it doesn’t have value as much as time they spend. Finally, regard to the control center of CCTV, correspondents have a view that police should involve the operating, monitoring, educating agents of CCTV.
In conclusion, this study suggest the actors related to CCTV system must have established means needed to improve the CCTV management system through mutual cooperations.
