토지정보시스템 활성화를 위한 통합시스템 개발 = (The)development of integration system for the activation of land information system

Coming into the informatization society, The government and local self-governing bodies have progressed various land related informatization over the whole society, so lots of informatization is made. Therefore, more systemic and efficient administration is required in the utilization and management of the whole information related to land.
However, land related information system that was made being dispersed or duplicated per administration department and local self-governing body increases confusion. It also makes the linked utilization and integration of data difficult due to the confined usage and incorrectness of data, not doing its function as complete data.
Therefore, this research presents the most effective activation scheme that can respond to the demand of land information afterwards, grasping the issue being occurred in the course of land related informatizaion. For the effective execution of such goal, system status analysis to KLIS(Korea Land Information System) PBLIS(based on Parcel Based Land Information System) and LMIS(Land Management Information System) is made. In the next, the scheme of linkage, integration, and activation with land information system through the construction of land register integration management system and living geographical information portal system, analyzing the utilization scheme about space based numerical information for land informatization.

1. Looking at the status of the concept of informatization and the status of land synthetic system, the investigation of the promotion status of NGIS technology, the first, second, third national master plan, through the research for NGIS is executed. Also, viewing the development direction of rapidly changing NGIS technology, the scheme for being utilized to NGIS is prospected from the research for it.

2. Analyzing PBLIS that is promoted by Ministry of Government Administration and Home Affairs and LMIS that is promoted by Ministry of Construction and Transportation, the status analysis of system introduction, configuration, and the development environment of KLIS that integrates the above both system is made.

3. Effective database construction for piece of land based informatization, the utilization of the result on numerical informatization combined with city planning, the role in Meta-Data for city space, and the orientation of land information system afterwards are presented.
Furthermore, the correlation between book information and drawings data is reviewed in the mutual link of land utilization and building related information for piece of land based informatization with fundamental data research (land, building, and the related data) in dispersed numerical data. In the next place, the activation scheme about space based numerical value information for land informatization is analyzed and the system construction and construction scheme for the activation of land information system is tried to be found.

4. The process of linkage and integration of property information of land related system that was previously constructed through the construction of land register integration management system and integration civil appeal issue system and living geographical information portal site or being constructed is induced. The presentation of construction and scheme of linkage/integration system for the activation of Korea Land Information System(KLIS) was made through it. Also, the availability, compatibility, and extensibility are secured by implementing the design of system and database for securing integrated linkage with the other system. In addition, the possibility of linkage, integration, and activation with administration synthetic information system of city, county, and district, and land management information system is reviewed through DB lank and file conversion.
