가상자산 거래소 FTX의 파산과 내부통제 시스템 = Cryptocurrency Exchange FTX’s Bankruptcy and Internal Control System

국문 초록 (Abstract)

가상자산 거래소 FTX의 파산은 유동성 부족이 직접적인 원인일 수 있지만 궁극적으로는 고객의 자금을 마음대로 유용하는 과정에서 내부통제가 제대로 작동하지 않았기 때문에 발생하였다,
또한 가상자산 거래소는 기존의 금융기관들의 업무보다 훨씬 복잡하고 많은 역할을 동시에 수행하고 있는 반면 개인 키만 알면 누구나 엉뚱한 곳으로 가상자산을 전송시킬 수 있는 새로운 형태의 치명적인 리스크에 직면하고 있고, 이러한 리스크는 관련 직원, 외부 해킹 등에 광범위하게 노출되어 있다. 그러나 관련 규제나 감독은 아직 잘 정립되어 있지 않아서 사고가 발생할 가능성이 높은 상태가 지속되고 있다.
이 논문은 가상자산 거래소의 내부통제 소홀에 의해 발생했던 대규모 사건들에 대하여 살펴보고, 가상자산 거래소의 내부통제 위험요소가 무엇인지 제시하며, 거래소가 당면하고 있는 새로운 형태의 위험을 잘 인지하고 이에 대한 대비를 철저히 하고 있는지 감독기관의 감독과 외부전문평가기관의 객관적인 평가를 통해 지속적으로 감시할 것을 제안한다.

The bankruptcy of FTX, a cryptocurrency exchange, may be directly caused by a lack of liquidity, but ultimately, this is because internal controls did not function properly in the process of misappropriating customer funds.
Cryptocurrency exchanges are also far more complex and performing more roles than existing financial institutions, while they face a new type of fatal risk that anyone with a private key can send cryptocurrency to the wrong place, which is widely exposed to related employees and external hacking. However, related regulations and supervision have not yet been well established, so accidents are likely to occur.
This paper examines large-scale events caused by negligence of internal control of cryptocurrency exchanges, suggests what internal control risks of cryptocurrency exchanges are, and suggests continuous monitoring through supervision by supervisory agencies and objective evaluation by external professional evaluation agencies to see if the exchange is well aware of the new types of risks it is facing and thoroughly prepared for them.
