If even historical monuments presented as factors representing the images in the various cities don’t have visual discrimination or a secure sense of place and their coefficient of utilization drops, their perception becomes low. When considering such changes, a presumption can be formed that frequently-used spaces and places, even if it holds no historic significance, are expressed as new urban images in the perception process of citizens. If such a presumption can be established, it will be able to become the method of not only enforcing the image of urban space but also increasing users in downtown areas by arranging facilities or places of historical places being forgotten in downtown while connecting them to factors with a strong historical image in adjacent districts. Moreover, the possibility of maintaining cities as a more easily-knowable and vital space is suggested by incorporating places or facilities deduced as new images into urban spaces in the process of changing perception level and fortifying the visual connection with images that continuously appear.
Thereupon, this study places its purpose on providing Urban Space Arrangement Projects as one method of urban rejuvenation through a revival of the sense of place using urban images located in urban spaces.

Even though Jeonju-City is in the middle of a short-term degeneration of its function as an inner city which has been maintained over a long period of time, it was seen that the perception of citizens towards image factors symbolizing the city did not change. Of course, the city is experiencing the process of urban image factors being dispersed into wide areas according to the development of the city along with changes to citizens' degree of perception. When applied to the urban space of Jeonju-City based on the results suggested in this study, it can be summarized as the following.
First, even though the historical image factors of Jeonju-City did not change for 20 years, it was seen that the order of citizen's perception were changed, new perception factors are increasing, and non-physical characteristics were more dependable than physical characteristics regarding factors in which citizens recognize urban images.
Second, among historical image factors, factors adjacent to passages which citizens frequently use were deduced as strong image factors, and this was revealed as having a relationship with the use frequency.
Third, in the case of facilities or places appearing as urban image factors of downtown areas, it was seen as the tendency of using them for leisure and cultural activities rather than common ones.
Fourth, even in the 7 evaluations on factors representing urban images, it appeared as being high in its relation to citizen's use-including historicity.
Fifth, when citizens use inner city areas, using of 2∼3 facilities complexly rather than in a singular use was shown as a distinction.
In the contents such as the above, when dividing and analyzing the Jeonju-City downtown area into 4 districts, the 1st and 4th districts can be synthesized as citizens frequently using the various facilities by connecting them while the 2nd and 3rd districts can be analyzed as special urban image factors not appearing. Especially, Gamyoungteo in the 3 district, which was once the old metropolitan government building of Jeollabukdo, is a place that bears historical meaning for Jeonju but which cannot be expressed as a symbolic image due to its decrepit facilities and spaces. Although there are discussions regarding the utilization of the Gamyoung site through a complete or partial rehabilitation and introduction of facilities having no correlation with historical facts, it is judged that arranging at least the areas possible for historical investigations into spaces that are able to express historicity is the way to enhance Jeonju's image. Additionally, continuous behaviors of citizens will be able to be induced by connecting with previous landmarks by creating new cultural activity spaces and making passages recognized as strong images.
